Background

The project “Improving the resilience of vulnerable coastal communities to climate change related impacts in Viet Nam” (financed by Green Climate Fund (GCF) through UNDP Viet Nam) aims to build 4,000 houses and plant/regenerate 4,000 hectares of mangroves. It also aims to increase the quality and accessibility of climate risk-related information and therefore increase its utility in decision making.

The project proposal clearly outlines three outcomes, as well as indicators that can be used to measure them:

  1. Increased resilience of infrastructure to climate change (Indicator: Number and value of physical assets benefitting humans made more resilient to climate change variability)
  2. Improved management of land and forest area contributing to a reduction in CO2 emissions (Indicator: Hectares of land and forest under improved and effective management contributing to a reduction in CO2 emissions)
  3. Increased generation and use of climate information in decision making (Indicator: Use of climate information products/ services in climate-sensitive sectoral decision making)

Equivalent to 3 outline outcomes, project consists of 3 components: Component 1 - Support to construct storm & flooding resistant house; Components 2 –Plantation of mangrove forest; Component 3 –Information and data of disaster risks and 3 central project central management units and 7 provincial project management units and UNDP Viet Nam is responsible for overall management of the whole project on behalf of GCF donor.

Due to current high workload on Procurement and Administrative in UNDP-based GCF team, GCF team would like to recruit a national intern to provide support with administrative tasks.

The intern will report directly to Programme Management Specialist and Procurement Executive, and collaborate with programme and project teams in the CO.

Under the guidance of the Programme Management Specialist and direct supervision of the Procurement executive, the intern provides admin services to ensure high quality, accuracy and consistency of work. The intern promotes a client-oriented and consistent with rules and regulations approach in the GCF team.

Duties and Responsibilities

Objectives of the Assignment

The overall objective of the assignment is to support the GCF team to ensure high quality, accurate and consistent Procurement services.

Scope of Work

The selected candidate will work closely with the GCF Project team to:

1. Procurement support:

• Assist in some stages of procurement process (contact vendors for quotation of small value procurement, micro-purchase form; drafting procurement notice, Request for proposal/quotation, evaluation & contractual templates, contact bidders for P11, vendor form, information to be put in contract, send vendor requests to vendor focal point for creation perform vendor screen and obtain reference checks of ICs.

2. Admin support:

• Provide logistic support for online and offline meetings, workshops (creation of online link, air-ticket booking, hotel reservation, guest registration, visa support) ;

• Perform other Administrative tasks as required by the supervisor

Required Skills and Experience

Intern at the time of application must meet one of the following conditions:

  1. Be enrolled in a postgraduate degree programme (such as a master’s programme, or higher) in media and communications, journalism, international development, social work, responsible business, business administration, project management, or a related field
  2. Be enrolled in the final academic year of the first university degree programme (such as bachelor’s degree or equivalent) in communications, journalism, international development, social work, responsible business, business administration, project management, or a related field
  3. Have recently graduated with a university degree (as defined in (a) and (b) above) and, if selected, must start the internship within one-year of graduation
  4. Be enrolled in a postgraduate professional traineeship program and undertake the internship as part of this program
