You have:
- Advanced university degree (master's or equivalent) in computer sciences, IT, languages or linguistics.
- At least ten years of experience designing and overseeing development of ICT solutions in humanitarian and development contexts.
- Proven experience designing AI for offline contexts.
- Experience implementing cross-sectoral partnerships with the private sector and academic institutions.
- Experience drafting and submitting proposals related to tech applications in humanitarian and development contexts, with familiarity with key concepts related to gender and GBViE.
- Excellent command of spoken and written English.
- Desirable: Familiarity with the UN environment and systems.
- Desirable: Experience working in Palestine or with Palestine refugee communities.

Result of Service
This project aims to enhance gender-based violence (GBV) prevention and response capabilities among frontline responders and community members in humanitarian settings. One of the project pillars is to develop an innovative AI-based system, LOAIS, to assist frontline workers to support GBV survivors. By focusing on scalable and inclusive interventions, the project paves the way for broader systemic change in GBV response and prevention.

Expected duration
• The duration of the consultancy is 11 months. • The consultant will be remunerated based on the satisfactory deliverables of the agreed activities. • The consultant will be paid the lump sum of ($96,517.00).
Duties and Responsibilities
1.A. Draft Request for Information (RFI). B. Develop the Survey Instrument for Gender and ICT Baseline Study. 2. A. Oversee and coordinate Gender and ICT Baseline Data Collection. B. Draft RFP for Private Sector and Academic Partners. 3. A. Monitor Submissions: Ensure RFPs are publicly available and track submissions. B. Address questions or requests for clarification during the submission period. 4. A. Form a committee to evaluate RFP proposals. B. Chair partner selection process. 5. A. Organize Virtual Kick-Off Event. B. Draft upskilling curriculum framework for review by partners. 6. A. Review and approve the upskilling training plan prepared by the private sector partner. B. Finalize the upskilling curriculum framework based on feedback from partners. 7. Coordinate and oversee the identification of activities from which datasets will be compiled in Jordan and Lebanon. 8. Coordinate and oversee the identification of activities from which datasets will be compiled in Syria and the West Bank. 9. Coordinate and oversee the identification of activities from which datasets will be compiled in Gaza. 10. Audit the staff training provided by the private sector partner in Jordan, Lebanon, and Syria, ensuring compliance with the upskilling curriculum, and submit a brief on the findings and any recommendations. 11. Qualifications/special skills
• Advanced university degree (master's or equivalent) from an accredited educational institution in a field related to computer sciences, IT, and/or languages or linguistics. A first level university degree in combination with additional 2 years of qualifying experience may be accepted in lieu of an advanced university degree. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship, is required • At least ten years of experience designing and overseeing development of ICT solutions in humanitarian and development contexts. Two additional years of experience are required for candidates without a Master’s degree. Unless already serving as an international staff member in the UN Common System, at least two continuous years of relevant international experience outside UNRWA, and outside the country(s) of citizenship, is required • Proven experience designing AI for offline contexts. • Experience implementing cross-sectoral partnerships with the private sector and academic institutions. • Experience drafting and submitting proposals related to tech applications in humanitarian and development contexts, demonstrated familiarity with key concepts related to gender and GBViE.
