As part of PFP’s Office Management Plan (OMP) for 2022-2025, UNICEF has identified a strategic shift to support key non-structured PSFR markets transitioning from middle to high-income status to drive country programme financial sustainability. This is driven by the necessity for PFP to efficiently contribute to the organization's universal mandate for children by sustaining critical interventions for the most vulnerable children in countries transitioning into Upper Middle Income and High Income (UMICs and HICs).

The new PFP model for the development of PSFR in COs is being established - called PSFR Clusters - to efficiently harness private sector fundraising opportunities, optimize PSFR income, increase funding predictability for programmes in upcoming UMICS and HICs as well as in donor orphan countries. The PSFR cluster model is a cost-effective operational structure (as compared to establishing individual PSFR in-country structures) for countries with limited yet significant fundraising throughput. This new PSFR model will ultimately unlock new predictable sources of flexible funding (including RR) for the organization in the long term. PSFR Clusters are multi-country data-driven direct fundraising units, which focus on portfolio countries and/or cities where the potential and yield in private sector giving is the highest.

In this context, this role of Fundraising Specialist for the ECA Cluster at the P3 level will manage a medium-sized Individual Giving (IG) Programme and team, with corresponding complexity including multiple COs within the cluster, and several external suppliers (typically with annual revenue up to US$5 million).

How can you make a difference?

Under the general guidance of the Senior adviser Private Sector ECA Region, the position will be responsible for the overall coordination, planning, development, and realization of the ECA Cluster IG fundraising strategy. The incumbent will oversee and coordinate various activities and drive revenue growth for both the Country Programmes’ needs and for the ECA region. This role is expected to lead all Individual Giving fundraising operations for the ECA Cluster. It leads the staff supporting these operations, located within ECA Cluster Fundraising team (Direct reporting line) and in CO’s which have been integrated in the cluster (Direct or doted reporting line – depending upon contracts in CO staff).

A summary of key functions/accountabilities, is as follows:

1. Leading and managing the IG Fundraising Team for the ECA Cluster

  • Provides leadership and supervision to the IG fundraising (PSFR) team of the ECA Cluster
  • Builds a PSFR staffing structure to enable the ECA Cluster to maximize revenue growth.
  • Establishes clear individual performance objectives, goals, and timelines; and provides timely guidance to enable the team to achieve their goals.
  • Identifies training opportunities to meet staff development needs aligning with the PSFR goals.

2. Developing the IG Plan for the Regional Cluster and ensuring achievement of goals

  • In close consultation with the Regional PSFR senior adviser, and informed by clear analysis of the external environment, develops a comprehensive IG strategy (fitting within ECA Cluster ‘Private Sector Plan’) targeting individual supporters. Ensures effective alignment with national, regional, and global plans and priorities.
  • Provides guidance and direction for analysis, planning, implementation, and management on all fundraising IG channels with emphasis on achieving flexible and unrestricted resources.
  • Stays abreast of key developments in the external environment as they affect fundraising, and continuously seeks new growth opportunities, and interprets and acts upon these with the team. Likewise remains up to date with cutting edge developments globally in fundraising practice within UNICEF and across the sector and ensures these are applied as relevant.
  • Builds and supports a culture of innovation to drive fundraising growth.
  • Engages with PFP colleagues in Geneva and RSC to coordinate access to appropriate investment sources and accurate and timely reporting on subsequent results.
  • Develops with the team a coherent annual workplan and budget covering the strategy, focusing on an optimized individual giving programme (maximizing income through pledge, one-off donations, legacies and/or emergency giving); ensures sufficient re-investment into fundraising activities; monitors work progress and ensures results are achieved on time and to required performance standards; ensures effective management of financial and human resources, in compliance within UNICEF financial rules and regulations.
  • Builds support for PSFR goals from other teams within the country office(s) through building effective collaborative relationships accordingly - notably with Communications in COs and in RO (to drive a strong brand and assure powerful content for fundraising), HR (to optimize fundraising talent in the office), Operations (operational support for fundraising) and Programmes (strong articulation of programmes for donors and partners, and compelling reporting). Advocates for adequate staffing in these teams to support PSFR growth.
  • Assesses and mitigates risk related to the private sector work, making informed decisions on fundraising operations and the overall engagement with the private sector.
  • Ensures effective sharing of fundraising learning and materials internationally, through conferences, workshops, and online channels.

3. Acquiring, cultivating, and retaining individual donors and supporters

  • Provides leadership and strategic directions on deploying different channels to recruit and retain individual donors and supporters, considering budget, performance, competition, supplier availability and regulations.
  • Oversees the acquisition, retention, and stewardship of pledge donors. Ensures adequate diversification of the acquisition portfolio across different channels and techniques, e.g., face-to-face, digital, DRTV, telemarketing.
  • Develops existing and new relationships with external suppliers to optimize the provision of fundraising services.
  • Ensures effective management and protection of donor data, and analysis and segmentation of such data.
  • Assures optimal supporter experience via a two-way engagement that builds supporters’ loyalty and maximizes lifetime value.

    To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s) in Business Management, Fundraising, Marketing, Communications, Social Sciences or related field is required.** **A first-level university degree (Bachelor’s) in combination with two extra years of qualifying experience may be accepted in lieu of the advanced university degree.

  • A minimum of five (5) years of relevant professional experience in private sector fundraising, with progressively increasing responsibilities, including direct responsibility for setting and meeting income targets is required.
  • Experience in, and knowledge of, the related country contexts is an asset.
  • Relevant marketing experience will be considered as being relevant for the role.
  • Familiarity with the private sector is desirable.
  • International fundraising experience and/or experience with UNICEF Private Sector Fundraising is considered an asset.
  • Previous managerial experience is essential.
  • Proven ability to contribute to effective long-term strategic fundraising plans is required.
  • Proven ability to implement clear goals that are consistent with agreed strategies.
  • Demonstrated ability to identify and seize new fundraising opportunities, formulating new fundraising strategies and models.
  • Demonstrated ability to adjust to unexpected challenges and proposing countermeasures accordingly.
  • Diplomatic negotiation, influencing and networking skills to establish and maintain trusted partnerships and to develop close and effective working relationships with diverse stakeholders.
  • Work experience with middle-and-high-income countries is a strong asset.
  • Proficiency in English, written and verbal, is required. Working knowledge of another official UN Language (Arabic, Chinese, French, Russian or Spanish) and/or regional language as needed to perform the role is an asset.
