This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Description of task

Within the delegated authority and under the supervision of the Fund Coordination Manager or his/her designated mandated representative(s), the UN Volunteer Fund Officer will:

  • Provide management and coordination support for implementation of the Spotlight Initiative’s Country and Regional programmes;
  • Collaborate with the Initiative’s implementing agencies, to provide management, operational and budget planning assistance to Country and Regional teams;
  • Contribute to the development and periodic updates of the Spotlight Operations Manual, in accordance with signed legal agreements, and ensure compliance with it;
  • Monitor the work of Spotlight Country-level Steering Committees, and application of global guidelines;
  • Monitor the configurations of Spotlight Programme Management structures;
  • Support the Initiative’s governance structure, contributing to Governing Body and OSC meetings (i.e. contribute to elaboration of detailed agendas, background and talking points for the Co-chairs of both bodies; monitor action points; liaise with UN Agencies at HQ; provide coordination and administrative support to meetings as needed);
  • Contribute to the design and operationalization of the Results Management System in all three phases and participates in User Testing of the online system as part of the task force;
  • Provide Training of Trainers and works on piloting of the system in several countries;
  • Support the oversight of the Programming Cycle in line with agreed timelines;
  • Contribute to the production of the Spotlight’s Annual Report;
  • Monitor country resource mobilization targets, analyzing the unfunded gap in the Country Programme and fundraising for Phase II;
  • Contribute to awareness-raising of the Initiative among potential donors;
  • Support knowledge management for the UNDS reform operationalization.

Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Provide annual and end of assignment self- reports on UN Volunteer actions, results and opportunities.
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Area of expertise details

  • At least 2 years of professional work experience at the national and/or international level in international development issues; experience working in the UN or other international development organization is an asset;
  • An advanced skillset with Excel (i.e. familiarity with formulas, comfort in building templates and models in Excel, ability to produce data analysis and visualization) and demonstrated experience using Excel in a professional environment;
  • Familiarity with database management principles and platforms;
  • Demonstrated experience with operations, fund management, fund governance, and/or programme management, particularly in the international development field;
    • Excellent oral and written skills, including drafting, formulation, and reporting skills;
    • Accuracy and professionalism in document production and editing, with strong attention to detail;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.);
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines
