OBJECTIVES OF THE PROGRAMME

The overall objective of the Country Focus and Coordination (CFC) Unit is to ensure the provision of strategic, responsive and coordinated support by the Regional Office to strengthen the leadership and capacities of WHO Country Offices (WCOs) in the African Region to become the lead in the definition and coordination of the implementation of national health agendas to achieve health impact, including the SDG 3 and other health-related SDG targets, within the context of the ongoing UN reform. The Unit provides advice to WHO Country Offices on the planning, development, monitoring and evaluation of Country Cooperation Strategies (CCS) and ensures that the country perspectives are integrated in Regional policies and plans. The Unit is also responsible for advising the Regional Director on issues concerning the effective operations and program delivery of the country offices, making recommendations for appropriate policy or procedural change.

DESCRIPTION OF DUTIES

The incumbent will be expected to perform the following duties:Under the supervision of the CFC Team Lead, the incumbent will perform the following functions: Coordinate the conduct individual country technical support needs analysis based on programme targets and integrated approach in conjunction with the WRs and Regional Office Clusters;Coordinate the translation of the needs' analysis into support plans through an annual planning in collaboration with the MCATs staff, WCOs, and Regional Office ClustersEnsure fair and needs based provision of support through quarterly planning and monitoring of activities of the MCAT staff, in coordination with concerned WRs and Clusters;Promote/Oversee the integration of activities among the technical functions represented in the MCATs, through the life course approach;Develop and implement a monitoring and evaluation framework based on the AFRO KPIs to track and monitor performance Develop and implement a mechanism to monitor the quality of the technical support provided by the MCATs staff in collaboration with the WRs of the recipient countries and provide feedback to the hosting WRs and the Clusters;Provide support to the country offices and clusters to mobilize and manage resources for the smooth operations of the MCATs in collaboration with EPG;Facilitate the sharing of best practices and lessons among the various countries receiving support;Perform any other related duties, as required by the supervisors.Achievement Activities Include: The development and implementation of MCATs work plans, the monitoring of technical progress through the KPIs, the evaluation of financial viability and technical performances of the MCATs.

REQUIRED QUALIFICATIONS

Education

Essential: Advanced degree in Health-related discipline or Medicine and Post Graduate degree in Public Health, Social Sciences and or Management. Desirable: Medical degree is an advantage.Training in programme planning, project development, implementation, monitoring and evaluation.

Experience

Essential: At least ten years' experience, at national and international levels, in Programme Management, Administration, Country Cooperation, Resources Mobilization or in any related area relevant to the function. Desirable: A relevant experience in the field of public health. Some experience in Resource Mobilization and/ or Communication especially in the context of the UN.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 89,837 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 4866 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
