Background

UNICEF has been promoting the use of Innovative tools and technology to deliver various programs intended to have positive social impact on children globally and to support the development of these tools, the technology for development (T4D) team in UNICEF provides support for identifying, prototyping, and scaling up technologies and practices that strengthen UNICEF’s work for children. Recognizing the potential of digital solutions in improving quality of life and services for children and their families, UNICEF Europe and Central Asia Regional Office (ECARO) supports careful development and scale up of technology-based solutions across the countries in ECA region.

To support different ongoing technology-based initiatives, UNICEF ECARO seeks to hire a T4D Individual Contractor to manage and provide technical support to different digital solutions. Two main projects which the Individual Contractor will support are developed on RapidPro platform.

Purpose of the Assignment

UNICEF ECARO seeks to hire a full time Individual Contractor to provide technical and project management support in deploying, scaling up and managing the RapidPro based digital solutions.

Main objective and Expected results

Under the supervision of the Technology for Development (T4D) Business Analyst and in coordination with different regional advisors, the individual contractor will work with different teams to provide technical assistance in managing, HealthBuddy+, Baby Feeding Code Square (BFCS) and U-Report projects for several countries in Europe and Central Asia region. The Individual Contractor will also provide additional technical support in developing dashboards in PowerBi, uploading the translated content onto RapidPro platform and in providing day-to-day support to the country focal points.

Expected results: (measurable results)

The individual contractor will deliver the following outputs and services:

  • Oversee end to end project management aspects of HealthBuddy+ and BFCS projects
  • Coordinate with the vendors for any upgrade and maintenance of the backend and front-end of both the projects
  • Monitor budget, payments, and implementation plan ensuring that the key milestones are reached as per project timelines
  • Prepare weekly and monthly reports comparing actual performance against planned/scheduled performance
  • Provide any other project management related support if needed

Technical support:

  • Provide technical support in completing the deployment of Baby Feeding Code Square (BFCS) project in priority countries
  • Develop and enhance different dashboards for data visualization from HealthBuddy+ and BFCS projects
  • Provide technical support in updating and managing HealthBuddy+ chatbots built on RapidPro and RASA AI based platforms
  • Serve as an immediate technical resource person for RapidPro based solutions including U-Report and Realtime monitoring systems
  • Monitor the usage of different platforms, undertake analysis, and prepare reports from HealthBuddy, BFCS and U-report to share with the project team
  • Any other technical support requested by the project team

Capacity building and knowledge management:

  • Provide training when required to the local focal person(s) for deploying and maintaining HealthBuddy+ and BFCS projects including the data analysis and data visualization
  • Collect best practices from country offices and maintain content on the UNICEF ECARO T4D team site
  • Prepare documentation, presentation, and other reports if and when needed

Contractual arrangements:

  • Duty Station: Due to the COVID-19 travel restrictions, the Individual Contractor will work remotely within Europe and Central Asia Region time zone. Any flexible working hours can be discussed with the supervisor.
  • Timeframe: The Individual Contractor will work full time for 11.5 months starting from 15th October 2021
  • Payment: Payment will be made monthly, based on completion of the outputs outlined above and specific deliverables/reports to be agreed with the supervisor at the beginning of each month.

To qualify as an advocate for every child you are required to have the following:

  • University degree (Bachelor)in Information Systems Management, ICT Management, International Development, Computer Science, or another related field.
  • A minimum of 5 years of experience in identifying, designing and implementing solutions for large-scale projects with technical components – including supervising external vendors and software developers; responsibility for business analysis, budgets, contracts, project management and procurement, etc.; A minimum of 3 years of experience as per above may be considered if complemented by an advance University degree (i.e. Maters).
  • Extensive experience in bridging the gap between technical and non-technical people desirable
  • Experience in Open-Source digital tools, mobile and emerging technology applied to public health and education is extremely desirable
  • Project management certificate such as Prince2 or PPM is an asset
  • Knowledge of AI based chatbot and RapidPro is an asset
  • Hybrid background combining technical skills, strong conceptual ability to integrate the capabilities of available technology, the organizational needs and functions that technology must support
  • Understanding of international development issues
  • Must have strong skills in business analysis and technical project management
  • Excellent written and oral communication skills a must. Presentation skills are an advantage
  • Understanding constraints of working with various partners, but also the strengths of representing an international organization
  • Fluency in English is required. Knowledge of another official UN language is considered as an asset.
