Purpose of the Activity/Assignment

The WASH Severity Classification (WSC) is an operational tool that uses a five-phase approach to quantify the number of people in need with the ability to classify the severity and drivers of WASH needs and vulnerabilities. The WSC aims to be the WASH equivalent of the Integrated Food Security Phase Classification (IPC) system used by the Food Security and Nutrition sectors.

Since its conception in 2020, the WSC has been implemented and has undergone the reiteration from an alpha to beta version and has been implemented in 20 countries with Humanitarian Response Plans (HRPs). The WSC has also undergo an academic review and study on the governance structure. The next phase of the WSC requires a coordinated approach to ensure complimentary with other tools and frameworks, using credible data sets. Notably, the IPC tool led by FAO/WFP and other globally recognized data initiatives, such as the Joint Intersectoral Analysis Framework (JIAF) led by OCHA and the Joint Monitoring Programme (JMP) led by UNICEF/WHO.

This requires a participatory partnership approach that brings together a diverse range of stakeholders and partners, across different sectors, to ‘position’ the WSC as a system-wide benchmark that maximizes results and is globally recognized.

The purpose of this consultancy is to support the Information Management aspects of the next phase of the WSC with a diverse range of stakeholders and partners, across different sectors at the global, regional, and country levels.

Scope of Work

The WSC Information Manager, in collaboration with the Global WASH Cluster (GWC), WASH Programme Group (PG) and Data, Analytics, Planning and Monitoring (DAPM), and under the supervision of the WSC Coordinator, will support the following:

  • Provide technical leadership of the WSC related to information and knowledge management within UNICEF, across relevant divisions and teams at global, regional and country levels;
  • Provide technical oversight to the reiteration of the WSC tool, working closely with the academic partner and interfacing across relevant divisions and teams at global, regional and country levels;
  • Engage with key stakeholders and partners to optimize opportunities for greater collaboration on information and knowledge management with other sectors at global, regional and country levels;
  • Support regarding information and knowledge management tasks related to coordination, communication, advocacy and resource mobilisation efforts of the WSCF, across relevant divisions and teams at global, regional and country levels.

Individual Contractor's Work Place and Official Travel

The assignment will be home-based. There may be travel during the consultancy, but this is to be confirmed by the supervisor.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of a monthly invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all inclusive fixed monthly fee in USD to undertake this assignment.

To qualify as an advocate for every child you will have…

  • University degree, preferably at an advanced level, in a subject area relevant to information management and/or knowledge management. Experience and/or training in Information Management and Knowledge Management related to clusters, is an asset.
  • At least 8 years of progressively responsible work experience and expertise in the humanitarian sector in information and knowledge management.
  • Data analysis and visualization tools and software (Excel, R, Adobe suite, Power BI, ARC-GIS, Web content management) is required.
  • Experience in academic research is an asset.
  • Strong analytical, synthesis and conceptual thinking skills.
  • Ability to write clearly and present complex strategies into synthesized reports and findings, with high efficiency to diverse audiences.
  • Solid oral communications skills and experience of facilitation of webinars and meetings (remote) is a strong asset.
  • Fluency in English is required, and French is a strong asset.
  • Excellent organisation skills and a solution-oriented attitude.
  • Ability to manage the available time and resources and to work to tight deadlines, with minimal supervision.
  • A strong sense of client orientation and a strong drive for results.
  • Able to play an independent and diplomatic role with all parties involved.
