Purpose of Activity/Assignment

Within the framework of the regional Humanitarian Action for Children appeal 2022 for the refugee and migrant crisis in Europe, the individual contractor will support the UNICEF ECARO Rome outpost in Italy in coordinating the refugee and migrant response in Calabria region, assessing the needs of refugees and migrants, while engaging with local authorities, other UN agencies and civil society organizations.

Scope of Work

The main responsibilities and tasks include the following:

  • Provide technical support with the assessment, monitoring and reporting of the situation of migrant and refugee boys, girls and women in Calabria and other Southern regions as needed.
  • In coordination with local level partners, including Government, IOM, UNHCR and NGOs conduct field assessment and monitoring visits throughout Calabria.
  • Support the set-up and strengthening of UNICEF’s operations in Calabria.
  • Proactively engage with local authorities and stakeholders, analyzing information and share with sectors which may include monitoring movement of population, situation of unaccompanied and separated children as well as GBV risks for women and girls, and education related.
  • Provide support with the coordination of UNICEF supported programs in Calabria.
  • Monitor activities and provide technical support to implementing partners in Calabria with data collection for quality assurance of the services provided.
  • Ensure coordination between stakeholders at municipal and regional level including through the facilitation of dialogue, to maximize complementarity of interventions and minimize duplication.
  • Support the coordination and continuous strategization of UNICEF’s intervention on the ground aiming at the strengthening of a coordinated institutional response and child protection systems.
  • Contribute to the development of a context specific advocacy strategy and messages for both local and national authorities.
  • Strengthening the capacity of local authorities and implementing partners, to improve and strengthen their capabilities and increase their effectiveness and impact and achieve their goals and sustainability over time.
  • Liaise with institutional and non-institutional stakeholders to explore potential areas of collaboration and partnership.
  • Closely coordinate with other team members both on the field and at the central level.
  • Provide logistical support including for media and donor missions.

Individual Contractor's Work Place and Official Travel

The assignment will be home-based in Reggio Calabria or nearby at commuting distance. The Individual Contractor is required on a full-time basis for the period of the contract.

The Individual Contractor will travel to field locations in Italy. The Individual Contractor will be responsible for organizing their travel. All travel expenses (tickets, accommodation, public transport, meals) will be reimbursed. The maximum amount for travel overall will be EUR 5,000.

Travel Clause

  • All UNICEF rules and regulations related to travel of Consultants/Individual Contractors apply.
  • All travels shall be undertaken only upon the prior written approval by UNICEF.
  • The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
  • Travel costs will be reimbursed after the completion of mission upon submission of the invoice together with the supporting documentation.
  • The consultant must be fit to travel, be in a possession of the valid UN BSAFE certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of a monthly invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all inclusive fixed monthly fee in EUR to undertake this assignment.

To qualify as an advocate for every child you will have…

  • Master's in social work, international relations or relevant field.
  • A minimum 5 years of experience in migration. Experience in child protection will be an asset.
  • 5 years of experience in multi- stakeholder coordination and technical support to local authorities.
  • Experience with the Italian refugee and migrant reception and protection system is required.
  • Fluency in English and Italian (verbal and written) mandatory.
  • Flexibility and communication skills.
  • Self-awareness and inter-personal acumen.
  • Knowledge of UNICEF core commitments to children in humanitarian action and inter-agency work is desired.
  • Fluency in Arabic, Farsi, Bengali or other languages widely spoken by the migrant and refugee population will be an asset.
  • Previous experience with UNICEF or other UN agency will be an asset.

It should be noted that selected candidate will be responsible for arranging for their own health and medical insurance. This consultancy does not provide any other benefits other than the consultancy fee and 1.5 days leave entitlement per month and the UN official holidays. Selected consultant will be responsible for complying with local tax requirements and any tax liabilities that may arise as a result of the consultancy with UNICEF.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
