Purpose of Activity/Assignment

The Individual Contractor will focus on the development of the Gender-Based Violence (GBV) risk mitigation portfolio within the overall GBV prevention and response programme, contributing to overall protection and child protection systems strengthening. Three streams of work are linked to UNICEF’s GBV programming: supporting survivors with access to a comprehensive set of services, mitigating the risk of GBV across environments including by empowering women and girls, preventing GBV by addressing its underlying conditions and drivers, engaging directly with governments and relevant ministries. The consultant will work in close collaboration with the Child Protection team.

Scope of Work

The purpose of this consultancy is to support the UNICEF National Response in Italy through the implementation of the Child Protection and GBV stream of work in Italy; key responsibilities include:

Programme Development:

• The Individual Contractor will expand the current work on GBV risk mitigation and child safeguarding developing and further expanding the current risk mitigation initiatives within the programme, and with other partners and/or national stakeholders as relevant.
• The Individual Contractor will be responsible for development and rolling out together with other GBV and Child Protection team members training and training material, engaging with other key stakeholders, identifying entry points to expand the risk mitigation and child safeguarding activities, and supporting partners to integrate the GBV risks mitigation and child safeguarding dimensions within their current and future activities.
• The Individual Contractor will provide technical inputs and feedback to toolkits, training materials, technical and programmatic notes and any other strategic documents to integrate and expand the risk mitigation and child safeguarding work.

Technical Assistance:

• The Individual Contractor will engage with national institutions and stakeholders to make sure risk mitigation and child safeguarding are included at policy and national levels on guidelines, strategic documents, toolkits and any other relevant documents. She/he will develop appropriate integrated or stand-alone materials as deemed necessary.
• The Individual Contractor will be working in close collaboration with other UN agencies and as relevant national authorities to provide oversight to the integration of the risk mitigation and child safeguarding dimensions at policy level, with a specific focus on the community-based arrangements for providing assistance to refugee and migrant children, boys, girls and women.

Knowledge Management:

• The Individual Contractor will liaise with UNICEF colleagues within the office and as relevant within the region to align UNICEF Italy work with internationally available knowledge and good practices with a focus on the Ukraine response.
• The Individual Contractor will contribute to the development and/or expansion and /or dissemination of a GBV Risk mitigation and child safeguarding technical note with relevant informative material, to document good practices and to develop and disseminate learning tools and good practices among partners.

Individual Contractor's Work Place and Official Travel

The assignment will be home-based in Italy. If not based in Rome, frequent travels will be required. The Individual Contractor is required on a full-time basis for the period of the contract.

The Individual Contractor will travel to field locations in Italy. The Individual Contractor will be responsible for organizing their travel. All travel expenses (tickets, accommodation, public transport, meals) will be reimbursed. The maximum amount for travel overall will be EUR 3,000.

Travel Clause

• All UNICEF rules and regulations related to travel of Consultants/Individual Contractors apply.
• All travels shall be undertaken only upon the prior written approval by UNICEF.
• The consultant is responsible for his/her for travel arrangements. The most economic and direct route is authorized.
• Travel costs will be reimbursed after the completion of mission upon submission of the invoice together with the supporting documentation.
• The consultant must be fit to travel, be in a possession of the valid UN BSAFE certificate, obligatory inoculation(s) and have a valid own travel/medical insurance and an immunization/vaccination card.

Estimated Cost of the Consultancy & Payment Schedule

Payment will be made on submission of a monthly invoice and satisfactory completion of the above-mentioned deliverables. Please indicate an all inclusive fixed monthly fee in EUR to undertake this assignment.

To qualify as an advocate for every child you will have…

• Master's degree in law, migration studies, gender studies, sociology or other relevant fields;
• In depth technical knowledge of GBV risk mitigation and child safeguarding;
• At least 5 years of professional experience in risk mitigation/child safeguarding with technical assistance provided, direct engagement with national institutions in a technical role;
• Familiar with the Italian protection and reception system for migrants and refugees;
• Excellent planning and organizational skills;
• Strong communication skills - both oral and written;
• Fluency in Italian and English required;
• Good team player;
• Previous experience with UNICEF or other UN agency desirable;
• Previous experience in gender-based violence and Child Protection programming desirable;
• Experience in working with migrants and refugees desirable;
• Familiarity with HACT standards desirable.

It should be noted that selected candidate will be responsible for arranging for their own health and medical insurance. This consultancy does not provide any other benefits other than the consultancy fee and 1.5 days leave entitlement per month and the UN official holidays. Selected consultant will be responsible for complying with local tax requirements and any tax liabilities that may arise as a result of the consultancy with UNICEF.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
