Org. Setting and Reporting This position is located in the Life Support Section of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA).The Fuel Officer will be based in Bamako and reports to the Chief, Life Support Section.

Responsibilities Under the overall supervision of the Chief Life support Section and within delegated authority, the incumbent will be responsible for the following duties: - Manage the supply of fuel to the mission including the administration of outsourced contracts for petroleum, oils and lubricants (POL) and related services in all phases of operations; - Ensure that mission strategic and local reserves are maintained as per the contract at all times; review requests and authorize issues of bulk fuel to contingents and other users; - Assist in developing outsourced contracts for fuel and associated support services, including the preparation of Statements of Work, technical evaluations and requisition, preparation of presentations to Local Committee on Contracts (LCC), contract Quality Control (QC) and Quality Assurance (QA), accounting and invoicing verification; - Ensure that internal control systems are functioning to the highest standard including accurate and complete accounting, report and maintain all electronic/hardcopy records to ensure proper audit trail; - Ensure that fuel usage by vehicles, generators, individual users and contingents are monitored and analyze any major anomalies or patterns of inconsistent fuel consumption and report to the Chief Life Support Section; - Ensure that routine QC and QA procedures and fuel equipment maintenance checks are carried out and coordinate with Regional Fuel Officer/Sector units issues pertaining to safety, security and maintenance of fuel installations, vehicles and equipment; - Assist with providing Fuel Unit inputs on budget and acquisition planning; monitor and analyze contract performance to ensure compliance with contract terms, schedules and cost objectives; - Assist in developing, implementing and updating the Mission Fuel Plan; monitor fuel stock holdings at all locations, project product requirements and arrange for routine supply and distribution of fuel and associated products to end users; - Train troops on UN internal control, accounting systems and guidelines. - Develop safe and healthy work atmosphere to minimize risk involved; ensure environmental issues are addressed at all times including at the installation of equipment; - Liaise with the Contract Management Unit in the resolution of contractual disputes in the course of contract implementation; implement the Unit’s work program; supervise, train and monitor performance indicators for staff; Update and monitor the execution of monthly fuel allotment quota to ensure the fuel consumption is within the approval limit. Ensure application of MINUSMA Environmental policy in the fuel operations Provide support the G5 Sahel Forces as per established contract and manage contract performance Exercise contract performance management in line with the KPI set in the contract and apply APL and/or LD damage for any underformance. - Perform other duties as required.

Education Advanced university degree (Master’s degree or equivalent) in engineering (Petrochemical, chemical or mechanical), business administration, Supply Chain Management, or related field. A first level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Certification by IATA and/or JIG is required. Training in Electronic Fuel Management System is highly desirable.

Work Experience A minimum of five years (5) of progressively responsible experience in supply chain, project/contract management or logistics support preferably in the field of petroleum products is required.

Experience in managing support services and related contracts in support of international organizations in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For this position fluency in English, (both oral and written) is required.

Assessment Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
