Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. The incumbent reports to the Chief of Life Support Section, or other designated official, the incumbent plans, organizes and helps with the supervision or directly supervises the activities of fuel management functions for the Liquidation Entity. The Fuel Officer will ensure Fuel supply service is required until the complete closure of camps and until end of liquidation phase.

Responsibilities

Within delegated authority, the Fuel Officer, P-3 will be responsible for the following duties: • As the Chief of Unit Fuel will manage the supply of fuel to the mission including the administration of outsourced contracts for petroleum, oils and lubricants (POL) and related services in all phases of operations until end of liquidation phase. • Ensure that mission strategic and local reserves are maintained at adequate levels at all times; review requests and authorize issues of bulk fuel to contingents and other users. • Assist in developing outsourced contracts for fuel and associated support services, including the preparation of Statements of Work, technical evaluations and requisition, preparation of presentations to Local Committee on Contracts (LCC), contract Quality Control (QC) and Quality Assurance (QA), accounting and invoicing verification. • Ensure that internal control systems are functioning to the highest standard including accurate and complete accounting, report and maintain all electronic/hardcopy records to ensure proper audit trail. • Ensure that fuel usage by vehicles, generators, individual users and contingents are monitored and analyze any major anomalies or patterns of inconsistent fuel consumption. • Mange the critical activities of Mission Fuel Fraud Prevention cell and fuel accounting through Electronic Fuel management system. • Ensure that routine QC and QA procedures and fuel equipment maintenance checks are carried out and coordinate with Regional Fuel Officers/Sector Supervisors issues pertaining to safety, security and maintenance of fuel installations, vehicles and equipment. • Assist with providing Fuel Unit inputs on budget and acquisition planning; monitor and analyze contract performance to ensure compliance with contract terms, schedules and cost objectives. • Assist in developing, implementing and updating the Mission Fuel Plan; monitor fuel stock holdings at all locations, project product requirements and arrange for routine supply and distribution of fuel and associated products to end users. Concurrently plan stock and equipment drawdown matching Mission’s Liquidation Plan. • Train troops on UN internal control, accounting systems and guidelines. • Develop safe and healthy work atmosphere to minimize risk involved; ensure environmental issues are addressed at all times including at the installation of equipment. • Liaise with the Resident Contract Management Cell in the resolution of contractual disputes in the course of contract implementation; implement the Unit’s work program; supervise, train and monitor performance indicators for staff. • Perform other duties as required. • Oversee property management activities, write off actions, environmental activities meeting contractual requirements as per the liquidation plan.

Exchanges information regarding policies and standards and obtain agreement on practices to meet unique local circumstances. Provides technical information for procurement tenders and evaluate tender submissions. Exchanges information about operational requirements. Explains administrative and technical fuel issues, when required. Closely monitors mission’s fuel supply chain including sourcing, transportation, quality management, distribution, invoicing and environmental policies. Ensures accountability of resources allocated for fuel operations. Oversees the aviation safety and quality as per Global standard during all refueling activities. Education

• Advanced university degree (Master’s degree or equivalent) in engineering ( petrochemical or chemical , business administration, supply chain management, logistics or related field. • A first level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Job - Specific Qualification

• Technical or vocational certificate in Petroleum, Oil and Lubricants (POL) supply operations, project management or contract management from internationally recognized organizations, e.g., IATA, GIG, ASTM is required.

Work Experience

• A minimum of five years (5) of progressively responsible experience in supply chain, project/contract management or logistics support preferably in the field of petroleum products is required.

• A minimum of 3 (three) years of experience in Fuel Supply Chain Management and Fuel Operations & Management is required.

• Experience in managing support services and related contracts in support of international organizations, peacekeeping or military operations is desirable.

• Extensive knowledge of UN Rules, Regulations and working practices pertaining to field missions is desirable.

• Experience in handling complex organizational issues at local and international level is desirable.

• Experience in the United Nations system or a comparable international organization is desirable.

Languages

• English and French are the working languages of the UN secretariat. For the position advertised, fluency in English (both oral and written) is required.

Assessment

• Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available within the MINUSMA Liquidation Team until 31 December 2024.
