Org. Setting and Reporting

This position is located in the Life Support Unit within the Service Delivery Pillar of the United Nations Verification Mission in Colombia (UNVMC). The incumbent will be based in Bogota and will report directly to Chief Life Support Unit.

Responsibilities

Under the direct supervision of the Chief Life Support Unit, the Fuel Assistant will be responsible for the completion of a variety of specialized activities enabling a smooth flow and management of fuel supply to thirty-three (33) locations across Colombia through the following: • Carries out duties related to the provision of Petroleum, Oils, and Lubricants (POL) for the mission. • Assists and coordinates on the job training of junior staff members. • Follows up the approval of requisitions forwarding the requisitions for preparation of purchase orders under Procurement Division existing contracts. • Prepares delivery document of POL products for authorization. • Validates requests; certifies and forwards requests of bulk fuel to contingent owned equipment and other users for authorization. • Prepares data/and information and develops standard operating procedures. • Performs Contract Management activities through the monitoring of different fuel contracts. • Prepares data and information for developing Statement of Work (SOW) and other relevant documents. • Develops and updates the Mission Fuel Plan and the unit's work program. • Verifies and consolidates input and data for budget preparation; and forwarding for budget development. • Monitors that Mission strategic and local reserves are always maintained at adequate levels. • Analyses product test results and verifies that the quality of POL is within the limit as set up in the standard. • Prepares data and information to respond to audit requests. • Establishes a system to conduct daily, weekly, and monthly reconciliation of fuel receipts and issues. • Analyses and verifies incident reports. • Analyses usage and historical consumption of fuel, oils and lubricants. • Monitors expenditure against funds allocated by purchase orders in respect to fuel related requisitions. • Implements internal control systems including accounting, reporting and maintenance of electronic/hardcopy records to ensure proper audit trail. • Analyses the rate of consumption of equipment monitored by ERP (Enterprise Resource Planning), Electronic Fuel Management System (EFMS) or equivalent forwards recommendations. • Produce and analyses historical data though Power Business Intelligence (PBI) platforms of fuel, oil and lubricants consumption and develop Fuel forecast through Costing Sheets for future requirements. • Performs specialized technical functions implementing fuel related Quality Assurance (QA) /Quality Control (QC) policies and procedures. • Completes the Receiving and Inspection (R&I) process as required. • Establishes all Safety, Health and Environmental instructions and guidelines by coaching subordinates and conducting safety drills. • Verifies incident reports. • Establishes fuel related Quality Assurance (QA) policies and procedures. • Prepares preventive maintenance schedules and analyses operation of equipment to forecast future requirement. • Collaborates with PD, local procurement, DOS (Department of Operation and Support) and Contract Management in the preparation of fuel and related contracts. • Coordinates and manages contract operations, resolving any contractual issues. • Monitors and reports on contract performance to ensure compliance with contractual Key Performance Indicators (KPI), schedules and cost objectives. • Performs other related activities as required.

Education

High school diploma or equivalent is required.

Job - Specific Qualification

A valid Driver's license, including the ability to operate a manual-transmission light vehicle in 4x4 conditions is required. Technical HAZMAT certificate is desirable. Certificate in Power Business Intelligence (PBI) is desirable. Technical or vocational certificate in Fuel, Petroleum, Oil and Lubricants (POL) or related discipline from internationally recognized organizations is desirable. Training in Enterprise Resources Planning Tools (ERP) or another SAP-based application is required.

Work Experience

Minimum of eight (8) years of progressively responsible experience is required in three (3) or more of the following areas: (1) the operation of field fuel installations and fuel handling procedures; (2) fuel contract administration including budgeting, fuel accounting and invoicing; (3) maintenance/repair of fuel equipment; (4) quality assurance/quality control procedures related to POL operations in a field environment; and (5) Safety, Health and Environmental procedures related to POL operations. Experience in administering Fuel Turnkey contract is required. Supervisory experience in a post-conflict work environment is required. Experience in developing and establishing Scope of Work/Statement of Requirements (SOW/SOR), technical evaluations for third party contracts and associated knowledge of Low Value Acquisition (LVA), Purchase Orders (PO) and invoicing procedures is required. Experience in the development, implementation and budget management is desirable.

Languages

English and Spanish are working languages of the United Nations Secretariat. For this position, fluency in English and Spanish is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
