Org. Setting and Reporting

The position is within the Liquidation Entity of the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA), at Bamako. Under the direct supervision of Chief Fuel Unit, Life Support Section, the incumbent will be tasked to perform functions associated with the Fuel operation management, Invoicing, and delivery operations. He/she will be tasked to assist in preparing budget related data, invoice processing, assist in analysing vehicle, generator and aircrafts consumption patterns as required.

Responsibilities

Within the limits of delegated authority, the Fuel Assistant, GS-5, will carry out the following duties:

• Assists in developing, implementing and updating the Mission Fuel Support plan and the Unit’s work program. • Establishes physical fuel stock inventory in all sector locations for use in EFMS-2 data base. • Logs in all data in the Electronic Fuel Management System (EFMS-2) software, analyses fuel consumption and notifies the Fuel Manager of consumption irregularities. • Receives POL invoices from the fuel contractor, verify for accuracy and process for timely payment. • Coordinates with all the Fuel Unit clients to ensure timely compliance with demands. • Assists to complete the R&I (Receiving and Inspection) process. • Prepares delivery document of POL products for authorization. • Collects and consolidates requests of bulk fuel to contingents and other users and process barcode. • Assists to implement the standard operation procedures for fuel management. • Assists in the inspection of the strategic fuel reserve and Local Fuel reserve for compliance in all locations. • Takes sample of ground and aviation fuels and conducts testing in accordance with Standard Operating Procedures (SOPs) and Mission Policy. • Assists in enforcing all Safety, Health and Environmental (SHE) instructions and guidelines in work areas and prepares safety incident reports. • Performs fuel related Quality Assurance (QA) procedures. • Conducts Fuel Inspection at distribution locations during the liquidation phase. • Assists in the mission’s drawdown plan / and in liquidation phase. • Performs other related duties as directed by the Supervisor.

Education

• High school Education/Diploma is a required.

Job - Specific Qualification

• Training in fuel operations/handling and quality control is required

• A valid driver's license is required.

• Membership with the Air Transport Association (IATA) is desirable.

Work Experience

• A minimum of five (5) years of responsible experience in the field of Petroleum Oil and Lubricants is required.

• Experience in at least two (2) related POL disciplines; (1) fuel handling and quality control, (2) equipment maintenance, (3) fuel supply and distribution operation, (4) health, safety, security and environmental procedures is required.

• Experience in Electronic Fuel Management System is required.

• Proficient in MS Office applications (Word, Excel, Power Point) and other relevant software packages is desirable.

• Experience in support services in support of or in a field operation of the United Nations Common System or a comparable international organization is desirable.

Languages

English and French are the working languages of the UN secretariat. For the position advertised, fluency in English and French (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

• This position is temporarily available within the MINUSMA Liquidation Team until 31 December 2024. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment. • While this temporary assignment may provide the successful applicant with an opportunity to gain new work experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post. • Subject to the funding source of the position, the eligibility for this temporary job opening may be limited to candidates based at the duty station. • This position is subject to local recruitment pursuant to staff rule 4.4 of the United Nations Staff Rules.
