Medium size office with an annual programme throughput of approximately USD30,000,000.00, responsible of all accounting, financial, and budgetary transactions and control.

How can you make a difference?

The Finance Specialist/P3 supervises the position. The Sr. Finance Associate will be responsible for providing a variety of specialized tasks in finance functions, ensuring accurate and timely delivery that follows UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design, process monthly closure activities, and take part to the spot checks in the HACT framework.

At the G-7 level, the below tasks are expected to be carried out with a high level of independence.

  1. Maintenance of ledgers and accounting records to ensure correct classification and recording of financial transactions; Maintenance of cash books, including control of disbursements and balancing of books and ledgers;
  2. Review payment requests and supporting documentation to ensure their completeness and accuracy before submitting them to GSSC; Review and approve or reject transaction based on satisfaction with quality and compliance;
  3. Post data to final system of record with supporting documentation upon review and approval. Initiates correspondence to verify data, answers query and obtains additional information on accounts and financial transactions, as required.
  4. Maintains liaisons with officials of local banks to obtain day-to-day information on exchange and interest rates, changes in procedures and regulations, and matters pertaining to maintenance of office bank accounts. This includes prepares recurring reports and bank reconciliation.
  5. Perform monthly reconciliation for Accounts Payable, and clear the outstanding item in Accounts Payable; monitor periodic accounting schedules and match and clear open items related to Receivable prepayments advances, Staff balances PAR & Account payables.
  6. Participate in financial spot checks and training of Implementing Partners and ensure Follow up implementation of spot check recommendations.
  7. Act as a backstop when the Finance Officer/Specialist are absent and performs other duties, as required.

To qualify as an advocate for every child you will have…

  • Completion of secondary education (i.e. high school diploma) is a minimum requirement. University level courses in administration and finance are desirable
  • Minimum of seven (7) years of relevant work experience in administration and finance is required*, preferably with the UN or other international organization
  • Fluency in French and Creole is required. Good working knowledge of English is an asset

General Service Staff are recruited locally. Candidates must be in possession of an existing work permit or resident/citizen of Haiti to be considered eligible for this post. Please note that General Service (GS) staff are locally recruited staff and therefore, candidates are personally responsible for any travel and accommodation arrangements.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. The conditions of the temporary assignment will vary depending on the status of their post and their current tour of duty, and relocation entitlements may be limited as per the relevant policies.
