The Fiscal affairs department (FAD) of the IMF is looking for one experienced treasury and public accounting expert to fill the position of long-term Resident Advisor at its Regional Capacity Development Center for Central Africa (known as AFRITAC Central) in Libreville (Gabon). The center provides capacity development (CD) support in public financial management (PFM), including treasury management and public accounting, to the following 9 countries: Burundi, Cameroon, Central African Republic, Republic of Congo, Gabon, Equatorial Guinea, Democratic Republic of Congo, Sao Tome and Principe, and Chad.

The term of appointment of the Advisor will be initially for a period of one year, renewable, subject to satisfactory performance. The position provides a unique opportunity to advise governments at a senior level, build treasury management and public accounting capacity within ministries of finance, and support the implementation of PFM reforms for enhanced budgetary and public accounting practices in member countries of the center. The advisor will work in close cooperation with staff at IMF Headquarters who will provide operational and technical support. He/she will report to the director of the center on his (her) daily activities. He/she will travel frequently to the countries under the center, develop and implement his (her) work program under guidance from FAD headquarters and the center director, and rely on short-term experts for targeted assistance on specific topics/issues whom he/she will recruit and supervise in the field.

The Resident advisor will provide CD in the areas of cash flow forecasting and management, treasury single account, integration of cash and debt management, accounting and fiscal reporting, including computerized systems for accounting and treasury management. He/she will also conduct workshops and seminars in those areas. Occasional assistance in other PFM areas is expected, especially regarding institutional and legal frameworks related to treasury and public accounting aspects. The Resident Advisor will need to coordinate his(her) CD activities with other technical partners working on treasury and accounting related topics in the countries covered by the center.

Qualifications

A university degree or equivalent qualification in a field relevant to the position and at least 4 years of relevant professional experience. Candidates with extensive practical experience (at least 10 years) in a senior or advisory position within a ministry of finance/budget/economy/public accounting, central bank, and/or in the delivery of CD will be prioritized. They should possess excellent written and oral communication skills in French, at least a working knowledge of English, a mastery of computer applications and information technologies (such as Word, PowerPoint, Excel), and experience in project management. They will need excellent interpersonal skills, an ability to work as part of a team, an aptitude to effectively transfer technical knowledge and maintain effective relations with national authorities and donors, as well as capacity to handle sensitive issues with discretion in a multicultural environment. Experience in organizing and conducting training courses and workshops would be an advantage, as will be flexibility and adaptability in a range of PFM areas.

Preference will be given to candidates who are fully aware of the PFM challenges facing Central African countries; have actively managed or participated in the delivery of CD in these countries, including in implementing laws and regulations based on CEMAC directives; and can show experience in managing and overseeing CD work and coordinating with donors.
