Niger is ranking 182 out of 182 globally on climate change vulnerability. National coordination structures are supported by several partners to address main needs, related to climate change. Still, important gaps and barriers remain in Niger, in terms of coordination, expertise, ad hoc government engagement and high turnover.

As part of the Green Climate Fund (GCF) readiness proposal to strengthen Niger’s operational readiness capacity, NORCAP is looking for a Climate Change/Climate Finance Coordinator to be based in the National Council on Environment and Sustainable Development (CNEDD) in Niger. The duration of the assignment is for 10 months to start with. The role of the Climate Finance Coordinator is to support the government in building capacity to establish the following:

• a structured dialogue mechanism with private sector to ease co-identification of investment drivers and co-implementation of climate solutions, and

• an effective inter-agency dialogue mechanism on climate finance in close collaboration with partners, including National Technical Commission on Climate Change and Variability (CTNCVC), private sector, local financial sector representatives (regulators, banking and non-banking institutions), and key staff in ministries supporting the GCF technical comittee

  Main responsibilities

• Oversee, in close collaboration with the National Designated Authority (NDA), overall coordination of the support from all consultants, as well as keeping oversight of the exchange with other countries/NORCAP experts visiting Niger on best practices across all areas relating to GCF Readiness.

• Ensure regular strategic engagement with private sector, GCF Accredited Entities (AEs), and other relevant entities.
• Together with relevant government counterparts, lead the mapping of best practices and lessons learnt for engagement of private sector entities in national climate change processes (NDC, NAPA, NAP) in similar contexts.
• Ensure regular contact with countries in the region to exchange best practices and learning from the operationalisation of national coordination mechanisms for climate change/GCF, through calls, online platforms and meetings
• Coordinate the development and establishment of an online operations portal on climate finance planning and delivery, in support to the continuous dialogue on climate finance between NDA, AEs, delivery partners, and relevant partners.
• Ensure the maintain and monitoring of the use of the portal during the readiness grant,
• Coordinate and organize the portal user training workshop targeting AEs, delivery partners and relevant information providers.
• Coordinate the inter-agency dialogue mechanism on climate finance.
• Organise AE’s portfolio dialogue meetings (one per quarter) between NDA, AEs, delivery partners, CTNCVC and relevant stakeholders, to track progress and discuss on climate finance planning
• Ensure regular reporting to NORCAP and NDA on the progress of the capacity support to the country.

Qualifications

• University degree within a relevant field of study (Natural sciences, climate change, environmental science, political science or similar).
• 5-7 years of relevant work experience. Experience with coordination is an asset. Experience with the GCF is a strong asset.
• Experience with government processes and procedures in Niger is a strong asset
• Experience with climate change adaptation and mitigation in Niger or the Sahel/Lake Chad region is a strong asset.
• Experience in managing teams is desirable.
• Demonstrated skills in donor relations.
• Bilingual (French and English).
