Background

UNDP provides policy and technical advisory support to the Government of Malaysia in accordance to the Country Programme Action Plan 2016 – 2020 approved by the Cabinet in March 2018. In 2021, the CPAP was extended by one year. The Country Programme Action Plan is aligned to the development priorities of the 11th Malaysia Plan with sustainable human development agenda at the forefront, underpinned by three priority areas: (a) inclusive development and growth; (b) sustainable and resilient development; and (c) governance.

Currently, the UNDP Malaysia Country Office is supporting the design and implementation of a portfolio of sustainable and resilient development projects in Malaysia focusing on environmental governance, biodiversity and ecosystems, climate change, energy, disaster risk reduction & resilient, environmental finance and nature-based development solutions.

One of the newest initiatives at UNDP Malaysia is the Accelerator Lab. Begun in 2019, the UNDP Accelerator Lab Malaysia is part of the world’s largest and fastest learning network on sustainable development challenges, spanning over 90 Labs covering 114 countries. The Accelerator Labs create actionable intelligence and test solutions with national partners, as part of UNDP’s drive to be an incubator for the future and to accelerate progress towards the 2030 Agenda. The Accelerator Labs are designed to close the gap between the current practices of international development in an accelerated pace of change.

Given the complex nature of many of today’s development challenges, it is imperative to tap into diverse data sources, explore present and emerging trends, develop new methodologies and approaches, identify “weak signals” and “edge” activities, and adopt anticipatory approaches.

With this, UNDP Malaysia would like to procure the services of a Data Analyst to support analysis of data from Accelerator Lab learning challenges and other research activities. Under the direction of the Head of Exploration, the Data Analyst is responsible for performing analysis and visualization of qualitative and quantitative data. This position requires a keen analytical mind, curiosity, creativity, rigour, an eye for detail, and the ability to work under pressure and tight deadlines.

Duties and Responsibilities

Under the Long-Term Agreement (LTA), the Data Analyst would perform analysis of qualitative and quantitative data as assigned. The Data Analyst is expected to deliver quality written and graphic outputs (e.g., textual analysis, charts, diagrams and/or figures) as appropriate to the assignment and type of data analyzed.

General responsibilities include:

  • Discussion of research projects and learning challenges with the team
  • Brainstorming ideas for data collection, analysis and/or presentation
  • Analyzing and visualizing patterns in structured and unstructured sources of data
  • Presenting new insights in accessible and comprehensive ways to enable sensemaking and analysis
  • Identifying new sources of data to support learning challenges
  • Supporting, where necessary and applicable, collection of primary and/or secondary data
  • Supporting ad hoc needs related to data collection, analysis and/or presentation
  • Providing technical guidance for data analysis for colleagues and partners
  • Preparing results of analysis and options for presentation outputs
  • Revising and improving data analysis and presentation until satisfactory level is achieved
  • Ensuring timely delivery of outputs within a short turn-around time

The Data Analyst will need to perform quality assurance, including:

  • Ensuring that results of analysis are error-free
  • Managing risks with using data and technology, including those related to ethics and privacy
  • Checking and proofreading text output to ensure it is well written and logically structured
  • Correcting typological and other errors
  • Ensuring products are in line with UNDP’s Editorial Style or Brand Manual, if and where relevant

EXPECTED OUTPUT AND DELIVERABLES

FINAL PRODUCTS

Examples of deliverables are:

  • Short write-ups of analysis
  • Short reports of qualitative and quantitative analysis
  • Cleaned-up data files (eg. Excel sheets)
  • Run statistical analysis and convey results and findings through graphs and charts

The final products will meet UNDP standards and requirements, in keeping with the UNDP editorial style manual, brand manual and publications policy.

If and when any of the above services are required, UNDP and the consultant will agree on work input, number of working days necessary and deadline prior to commencement of work. Detailed specifications for each individual assignment will be given to the Data Analyst as and when services are requested.

SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENT

Institutional Agreement

  1. The overall objective of setting up these Framework Agreements is to facilitate and expedite the process by which UNDP will hire the services of a Data Analyst once there are specific assignments over the next 1 (one) year(s);
  2. Estimated volume of services: maximum of US$ 10,000 over the 1 (one) year duration of the Framework Agreement;
  3. UNDP does not warrant that any quantity of services will be purchased during the term of the Framework Agreement as this will depend on forthcoming needs;
  4. The initial Framework Agreement would be for one year with an option for renewal in subsequent years dependent on demand for service. satisfactory performance evaluation and availability of funding;
  5. The Framework Agreements to be signed with the consultants will be for a fixed all-inclusive daily fee;
  6. Retention of the same rates as agreed with the UNDP during the Contract validity, except when the rates will be reduced without a reduction in the scope and quality of services;
  7. Once the Framework Agreement is signed, if there is a specific assignment, the focal person would contact the Consultant by email informing them of the assignment specific deliverables, and timeline;
  8. Assignments will be assigned based on technical scores ,availability and specific expertise for the assignment
  9. The consultant must advise within 48 hours whether they are available to deliver the requested service;
  10. Thereafter a Purchase Order will be raised. Financial commitments will only be established each time the services are requested within the scope of the Framework Agreement through the transmitted email and purchase order;
  11. IC as a Framework agreement is non-exclusive (i.e. it does not prohibit UNDP from entering into another such framework agreement with another individuals or entities);
  12. The Consultant will be given access to relevant information necessary for execution of the tasks under this assignment;
  13. The Consultant will be responsible for providing their own working station (i.e. laptop, internet, phone, scanner/printer, etc.) and must have access to a reliable internet connection;
  14. Payments will be made upon submission of certification of payment form, and acceptance and confirmation by the Supervisor of outputs delivered

Modality of contract

The consultant will be engaged under a retainer contract (Long Term Agreement) with the organization, initially for one (1) year and subject to extension based on budget availability and satisfactory performance, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

UNDP Malaysia will contact the IC before a specific assignment. Payment in full upon final submission and satisfactory outputs/products in accordance with specified requirements.

Financial proposal

The consultant must send a financial proposal based on a Daily Rate.

The consultant shall quote an “all-inclusive” Daily Fee for the contract period. The term “all-inclusive” implies that all cost (professional fees, communications, consumables, etc.) that could be incurred by the IC in completing the assignment are already factored into the daily fee submitted in the proposal.

Payments shall be done on a monthly basis based on actual days worked, upon verification of completion of deliverables and approval by the IC’s supervisor of a Time Sheet indicating the days worked in the period.

In general, UNDP shall not accept travel costs exceeding those of an economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own resources.

In the event of unforeseeable travel not anticipated in this TOR, payment of travel costs including tickets, lodging and terminal expenses should be agreed upon between the supervisor and the Individual Consultant at least a week before the expected travel date and will be reimbursed.

Travel costs shall be reimbursed at actual but not exceeding the quotation from UNDP approved travel agent. The provided living allowance will not be exceeding UNDP DSA rates. Repatriation travel cost shall not be covered by UNDP.

  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.), qualitative data analysis software (NVivo or equivalent), and/or quantitative data analysis software (R, SPSS and/or equivalent);
  • Key awareness of key global and regional trends;
  • Demonstrated competency in social innovation approaches is an advantage (these include Systems Thinking, Ethnography, Crowdsourcing, Collective Intelligence Design, Citizen Science, Positive Deviance, Social Network Analysis, Artificial Intelligence/Machine Learning, Futures Thinking and Foresight, Design Research);
  • Experience in the usage of data visualization tools like Power BI and Tableau is an advantage

Required Skills and Experience

Education:

Bachelor’s degree in Social Sciences, Life/Natural Sciences, Data Science, Statistics, Science & Technology, Economics, Computer Science, Business Intelligence, or related field.

A Master’s degree in a related field is an advantage.

Experience:

  • Minimum three (3) years of relevant experience in any of these fields: research or teaching; development programming or policy; social innovation; foresight and futures thinking; business development; and/or partnership building and engagement (public and private sector);
  • Familiarity or experience with the UNDP Accelerator Labs and related methodologies is an advantage;
  • Evidence of connection with different players in the data ecosystem (e.g., data providers, experts in ethics and privacy, data scientists, subject domain experts, social scientists, IT providers) is an advantage;
  • Proven professional knowledge and experience in politics, economics, development, environmental and/or disaster risk related issues is an advantage;
  • Working experience with private sector is an advantage.

Language:

  • Fluency in written and spoken English and Bahasa Malaysia

CRITERIA FOR SELECTION OF THE BEST OFFER

The award of the contract will be made to the Individual Consultant who has obtained the highest Combined Score and has accepted UNDP’s General Terms and Conditions. Only those applications which are responsive and compliant will be evaluated. The offers will be evaluated using the “Combined Scoring method” where:

a) Technical proposal including educational background and experience on similar assignments will be weighted a max. of 50% (100 points). The evaluation criteria are:

Technical Criteria as Evident in the submitted application (100 points)

  • Criteria 1: Relevance of educational background. (15 points)
  • Criteria 2: Possess at least three (3) years of relevant experience in any of these fields: research or teaching; development programming or policy; social innovation; and/or partnership building and engagement (public and private sector). (25 points)
  • Criteria 3: Possess working knowledge of office software packages, qualitative data analysis software, and/or quantitative data analysis software. (20 points)
  • Criteria 4: Quality of work samples in data analysis, visualization and communication. (25 points)
  • Criteria 5: Key awareness of key global and regional trends. (5 points)
  • Criteria 6: Bonus points for additional relevant experience and technical competencies. (10 points)

Only those candidates who obtain a total technical score of 70 points and above (out of 100 points) on the technical evaluation will be considered for Interview and Financial evaluation and will be asked to submit a financial proposal.

b) Financial evaluation will weigh as 30% of the total scoring.

Shortlisted candidates will be invited to attend a virtual interview to ascertain suitability, competency, and areas of interest.

c) Financial evaluation will weigh as 30% of the total scoring.

The following formula will be used to evaluate financial proposal:

p = y (µ/z), where

p = points for the financial proposal being evaluated

y = maximum number of points for the financial proposal

µ = price of the lowest priced proposal

z = price of the proposal being evaluated
