Overview

Coordinate air quality stakeholder engagement and events to combat air pollution.

You have:

  • Master's degree in environmental science/engineering, pollution control or related field.
  • Minimum of three years of professional experience in related fields.
  • Knowledge of air pollution and climate-related emissions policies and regulations.
  • At least 3 years experience in social media platforms and web-based management systems.
  • Fluency in written and spoken English is required; knowledge of other regional languages is an advantage.
  • Ability to coordinate and engage with multiple diverse stakeholders.
  • Experience in planning and executing outreach events—both online and offline.
  • Experience dealing with developing countries and international institutions.
  • Previous experience with a multilateral or international organization is desirable.

Result of Service In close coordination with the UNEP India Office, the consultant is expected to achieve the following outputs:

1. Engagement with stakeholders related to air quality, planning and executing the launch of Air Quality Action Forum(AQAF) and its Solutions Centre. 2. Organization of the quarterly AQAF meetings including the annual conference of AQAF to provide a platform to stakeholders towards a holistic and coordinated approach in combating air pollution in India 3. Report on state of air pollution planning and implementation in India including a concrete work-plan for air pollution mitigation based on AQAF recommendations.

Output 1: Engagement with air quality stake holders, planning and executing the launch of Air Quality Action Forum (AQAF) and its Solutions Centre. Deliverables: A. Organized the forum convention –30/04/2022 B. Prepared background paper for the forum convention – 15/05/2022 C. Organized 3-4 stakeholder interaction sessions that will aid in the contextualization of the forum, deliberations of needs, mapping of tools for the solution centre – 31/05/2022 D. Manage the process, including review, for the implementing partners to deliver as per agreements with them – Continuous

Outputs 2: Organization of the quarterly AQAF meetings including the annual conference of AQAF to provide a platform to stakeholders towards a holistic and coordinated approach in combating air pollution in India. Deliverables: A. Organize and support the forum convention and one quarterly meeting –15/07/2022 B. Developed a comprehensive national level database of international air quality projects/programmes in India and support inorganizing one quarterly meeting –30/09/2022C.Organize and support the annual conference of AQAF – 30/11/2022

Outputs 3: Report on state of air pollution planning and implementation in India including a concrete work-plan for air pollution mitigation from AQ Action forum recommendations. Deliverables: A. Finalized the report on state of air pollution planning and implementation in India including a concrete work-plan for air pollution mitigation from AQ Action forum recommendations and conference deliberations; along with data & evaluations of activities.

Duties and Responsibilities The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment.

UNEP Asia and the Pacific Office helps to implement its global programmes in the region by initiating, coordinating and catalyzing regional and sub-regional cooperation and action in response to environmental problems and emergencies.

Air pollution is a matter of high concern globally and in India because of its impact on public health, crop production, weather, climate, ecosystems, heritage, and economic productivity and efficiency. The World Air Quality Report 2019 indicates that with respect to the ambient concentrations of PM2.5, half of the world’s 50 most polluted cities are in India. However, air pollution is not only an urban issue; as air is a free-flowing entity, increasing impacts of degrading air quality are felt at a regional scale in India, particularly over the Indo-Gangetic plains.

Given the number of stakeholders working on this important issue, it is important that they are brought together to synergize and effectively channelize resources towards the common goal of air quality management. With this in mind, the UN Environment Programme (UNEP) and the Climate and Clean Air Coalition (CCAC), with support from MoEFCC have launched a national action-oriented platform for facilitating coordination and support to the National Clean Air Programme (NCAP) and its objectives.

In order to oversee the functioning of the forum, a consultant is needed for day-to-day coordination with all stakeholders including government officials, civil society organizations, research organizations, inter-governmental organizations, multilateral organizations, private sector, funding agencies and philanthropic organizations, to map out expertise and align efforts within the platform for assisting the Government of India for effective implementation of national clean air programme. The consultant will report to Programme Management Officer in UNEP India Country Office.

The consultant will coordinate activities of the forum, develop synergies among different stakeholders with the aim that their combined knowledge and experience can assist the government of India for effective implementation of National Clean Air Programme.

Qualifications/special skills Skills: - Familiarity with project management tools and reporting cycles - Ability to coordinate and engage with multiple and diverse stakeholders in accordance with timelines - Familiarity in handling end-to-end logistics of institutional events - Ability to support multiple project activities simultaneously - Social networking skills would be an advantage - Proficiency in online collaboration tools, particularly for event and meeting management - Good interpersonal, written, and communication skills Academic Qualifications: Master’s degree in environmental science/ engineering, pollution control or related field. A first-level university degree in combination with three additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Minimum of three-year Post Master’s professional experience; and a solid understanding of air pollution and climate related emissions policies and regulations. Experience: - At least 3 years experience in the use of social media platforms, good knowledge and experience in handling of web-based management systems - Previous experience of engagement with diverse stakeholders - Experience in undertaking planning and execution of outreach events and products—in both, the online and offline modes - Experience dealing with developing countries and international institutions is an asset - Experience of working with the Government of India or other national institutions in India is desirable - Previous experience with a multilateral or international organization is desirable Language: Fluency in written and spoken English is required. Knowledge of other regional languages an advantage.
