Description of Organization: DDI seeks a highly qualified and motivated individual to serve as a Senior Private Enterprise Officer (FSL-01 level) for Operations and Outreach in a new Development Finance Partnerships Unit (DFPU) within DDI/FO. This new unit will lead and support the Agency’s coordination with respect to development finance while strengthening interagency relationships, particularly with the U.S. International Development Finance Corporation (DFC) and the Millennium Challenge Corporation (MCC).

Description of Position: The position will serve as Senior Private Sector Engagement Advisor (focused on Development Finance) with responsibility to lead for operations, outreach, and communication within DFPU. As a leader within DFPU, it is envisioned that the incumbent, among other responsibilities, will lead the following: (1) Development Finance Fellowship Program that places USAID Foreign Service Officers to DFC, in addition to other staffing linkages; (2) management and communication with USAID’s global network of DFC Liaisons; (3) developing and maintaining the DFC Liaison Intranet site; (4) advancing policy updates through ADS and the DFC Field Manual; (5) developing both internal and external communications products, including presentations, resources, webinars, and talking points; and (6) serving as overall operations lead for DFPU.

This position will serve in a supervisory role to help DFPU strengthen USAID’s partnership with DFC by leading on cross-agency staffing support, managing engagement with USAID’s global network for DFC Liaisons, webinars and training, and communications. The position will also play a key role in supporting DFPU’s Managing Director on programmatic, operational, policy, staffing, reporting, and communications (both internal and external) matters related to DFC, MCC, and the Agency’s role within development finance.

The incumbent will work across the Agency (in Washington, DC and with field Missions) to accomplish the following:

  • Bolster USAID’s reputation as a thought leader in the international community engaged in development finance work through research; networking; new transaction development, speaking engagements and high-level representation, and rigorous monitoring, evaluation, and learning (MEL);
  • Engage with a broad network of stakeholders including businesses, financial institutions, think-tanks, and other development finance organizations, to develop and support development finance interventions;
  • Fosters a robust network of USAID Liaisons to the DFC globally, ensuring all USAID Missions and Operating Units have an engaged DFC Liaison who is empowered and tasked with increasing their Mission's access to DFC tools and services;
  • Manages staffing exchanges between USAID and DFC, to include managing details of USAID Foreign Service Officers to DFC, as well as identifying other opportunities for career development and training;
  • Serve as principal lead for joint USAID/DFC programmatic policies and communications, including the DFC Field Manual for USAID-sponsored transactions, policy, relevant sections of ADS, staffing transfers and memorandums of understanding (MOUs), and other issues related to joint USAID/DFC policies and communications;
  • Fosters communication and guidance related to USAID’s efficient and streamlined use of DFC tools; and
  • Identify, build, and maintain relationships with development finance experts, consultants, and partners who can provide technical expertise in development finance.

Qualifications:

  • Must be a U.S. citizen, and
  • Must be eligible to obtain and maintain a Secret security clearance.

Candidates must possess the following specialized experience:

  • Experience leading and motivating teams; giving sound advice, counsel, and instruction on both work and administrative matters; providing or arranging for needed development and training of team members; and developing performance standards;
  • Experience in program or project management, particularly as it relates to development finance, including proposal/application review, work plan development, transaction development/management, consultancy services related to transactions, and grants and/or contract management (as an Agreement Officer’s Representative/Contracting Officer’s Representative [AOR/COR] or Activity Manager); and
  • Experience and knowledge of interagency dynamics and developing recommendations for leadership.
