Description of Organization: DDI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact. With a staff of over 700 in five Agency technical backstops, DDI is organized into ten technical and two operational offices, including both centers and hubs. The functions of DDI and its hubs are described in ADS 101, Agency Programs and Functions.

DDI/LFT facilitates consistent engagement and deeper partnerships between USAID and strategic partners, who together advance the Agency’s objective of self-reliance. LLDI, which works to empower local actors to lead and sustain their own development, is located within LFT.

The initiatives of LLDI provide USAID Missions and staff with the knowledge, skills, tools, and resources to ensure that development assistance is locally led and advances self-reliance. Programs include: a) the flagship Local Works program, the Small Project Assistance Program in collaboration with Peace Corps); b) co-created research and development initiatives under the Broad Agency Announcement for Locally Led Development Innovation (BAA-LLDI); c) Unsolicited Solutions for Locally Led Development (US4LLD), a funding opportunity for meritorious, unsolicited applications that advance locally led development; and d) the Locally Led Development Annual Program Statement (APS). LFT also uses its resources to provide communications, research, training, piloting, and other technical services for the benefit of the wider Agency.

Description of Position: The Local Sustainability Policy Officer will exercise a leadership role in support to LLDI, focused on providing: (1) technical leadership, where locally led approaches to development are put to work in USAID programs and USG policies and strategies; (2) evidence and learning, where USAID builds evidence for locally owned and sustained development through research, innovation, and evaluations; and (3) agency policy, capacity, and culture, where Agency staff and leadership are champions and practitioners of locally led approaches through uptake of new knowledge, skills, and mindsets. Key duties will include: awards management, providing technical support to advance Agency and Mission efforts to implement locally-led development strategies and programming, and support strategic and operational planning in support of LLDI’s initiatives.

Future of Work Designation: This position has been designated as Remote Eligible. Status is subject to change based on future of work guidance. Locality pay is subject to change if the incumbent is remote from a locality other than Washington, DC.

Qualifications:

  • Must be a U.S. citizen.
  • Must be eligible to obtain and maintain a Secret security clearance.
  • You must have one year of specialized experience equivalent to the next lower grade level (FSL-03) of this position. Specialized experience is defined as:
    • Experience independently planning and carrying out important programs/projects/activities or functions;
    • Experience determining the approach to be taken and the methods to be used; resolving most of the conflicts that arise; coordinating the work with others as necessary; and interpreting policy in terms of established objectives; and
    • Experience advising senior leadership of programs, projects and/or activities, progress, potentially controversial matters, and problems with far-reaching implications to ensure conformance to overall requirements, compatibility with other work, and effectiveness in meeting objectives.
