DDI/ITR is seeking experienced grant professionals to support the large and growing grant portfolio for Development Innovation Ventures (DIV) primarily through Agreement Officer 's Representative (AOR) duties as FSL-03 Grants Management Specialists (Program Officers).

About DIV: DIV is USAID’s evidence-tiered, open innovation grantmaking program that provides risk-calibrated funding for cost-effective, scalable solutions to development challenges. DIV’s principles-based funding approach has proven immensely successful; its early portfolio has already returned $17 in social benefit for each dollar awarded. DIV is located within DDI/ITR, which leads USAID’s work in expanding the identification, experimentation, exploration, and integration of innovative technologies, processes, and practices that amplify the success of USAID’s programming.

About the Position: The DIV team is seeking FSL-03 Grants Management Specialists (Program Officers). As DIV’s funding increases, and the team continues to allocate awards to local organizations in line with Agency priorities, additional grant management expertise and dedicated grant specialists are required. The incumbent serves as the primary point of contact for a portion of DIV’s grantees, ensuring compliance with the award and aiding in crafting award details such as milestones, timelines, and reasonable costs. The ideal candidate has a proven record in financing and supporting cost-effective programs that contribute to social outcomes and a strong understanding of grants management in the global development space.Primary Duties: Please see Attachment 1 below.

Position Requirements:

  • Seven plus years of professional work experience, which may include an advanced degree and experience in grants management of international development programs;
    • This should include at least one year of specialized experience at grade level FS-04 or GS-12. Examples of specialized experience include, but are not limited to:
    • Demonstrated ability to manage grants in international development programs, preferably with experience managing grants to small and/or local grantees;
    • Demonstrated ability to manage a large and varied portfolio; and
    • Demonstrated track record of building trusted relationships with partners and grantees;
  • Strong written and verbal communication skills, with the ability to communicate complex information in a way that can be understood by stakeholders with varying levels of technical and sectoral expertise;
  • Quick learner and entrepreneurial problem solver who is able to identify areas for improvement and deliver results;
  • Highly organized with excellent project management skills. Comfort navigating situations with varying degrees of ambiguity in an environment in which priorities may shift;
  • Must be a U.S. Citizen; and
  • Must be eligible to maintain a Secret security clearance.

Preferences for a Candidate:

  • Master’s degree in Public Policy, Business, International Development, or a related field;
  • Experience working and living in developing country contexts and with a diverse set of stakeholders;
  • Experience working with U.S. Government grants;
  • Demonstrated commitment to improving the lives of those living in poverty in developing countries; and
  • Team player with a sense of humor rated at least 7.5 out of ten.
