Description of Organization: The position is located in DDI/EMD's Program Office. EMD advances inclusive economic growth and development, working with partner countries and local communities as well as global development partners such as the Global Alliance for Trade Facilitation and World Bank Group. EMD leads and supports USAID's economic growth programs by conducting robust economic analysis and country economic reviews. EMD encourages practices conducive to business investment and enabling environments, while supporting trade capacity building to foster sustainable development outcomes including more and better jobs and real wage increases.

Description of Key Duties: As the Program Officer, the incumbent will report to the Program and Cadre Development Team Lead:

  • Collecting and analyzing annual planned program and project activities and results for the Operational Plan and Performance Plan and Report;
  • Preparing and overseeing the production of Congressional Notifications and Congressional Budget Justifications, responses and inquiries, taskers, and briefing materials;
  • Analyzing and compiling program accomplishments, results, and effectiveness to develop success stories and support monitoring and evaluation efforts; and
  • Recommending and developing human and financial resources needed to meet program objectives.

Candidates must:

  • Be a U.S. citizen, and
  • Be able to obtain and maintain a Secret security clearance.

The ideal candidate will possess:

  • Expertise in monitoring, evaluation, and learning (MEL);
  • Strong writing and communication skills;
  • Experience working in development assistance; and
  • Strong time management skills and flexibility, with the ability to progress on long-term projects while being responsive to immediate requests.

To qualify for the FS-03 position, you must have one year of specialized experience equivalent to the next lower grade level (FS-04 or GS-12) of this position. Examples of specialized experience include:

  • Managing programs or projects including making resource decisions or requests;
  • Conducting annual compliance and internal controls reviews; and
  • Providing guidance on regulations and Agency policies to technical staff and management.
