Description of Organization: The incumbent serves as a Program Officer on the Program Team located in DDI/DRG Center. DDI/DRG Center provides leadership and oversight for DRG programming, and provides technical expertise and guidance to USAID field Missions. The DDI/DRG Center Program Team provides policy and technical guidance and direction for DDI/DRG Center activities and coordinates the development and presentation of DDI/DRG Center's programs; administers the budget; monitors the performance of the strategic objectives and operating plans; and oversees Agency democracy, human rights, and governance databases. The functions of DDI/DRG Center are provided in ADS 101, Agency Programs and Functions.

Note: The new DRG Bureau, which will be established soon, will combine DRG Center and the Anti-Corruption Task Force (ACTF). This Foreign Service Limited (FSL) position will serve in the Program Office of the new DRG Bureau.

Description of Position: The incumbent serves as a Program Officer (Budget Execution Analyst) on the DRG Center Program Team, and works closely with the DDI Program Office’s Budget Execution team (DDI/PO/BE). As part of the Program Team, the incumbent will serve as an expert on all budgeting and financial management issues and activities and perform the following duties:

  • Develop, maintain, and monitor the program and Operating Expense (OE) budgets of the DRG Center, and related documentation to ensure that funds are available for the technical office programs and activities;
  • Ensure that all related documentation is prepared accurately; advise DRG leadership and appropriate technical staff of funding issues or problems; in consultation with the PO/BE team, ensure that financial account allocations are appropriate to meet technical office needs and directives;
  • Reallocate budget line items during the course of the fiscal year as program needs dictate; and
  • Coordinate with the Bureau for Management, Office of Financial Management (M/FM) concerning accrued expenditures and related financial management actions required to ensure effective use of office resources.

Qualifications:

  • Must be a U.S. citizen;
  • Must have one year of specialized experience equivalent to the next lower grade level (FS-04) of this position. Examples of specialized experience include:
    • Experience in procurement planning and detailed tracking and management of complex, multi-million dollar budgets;
    • Experience in using Agency Accounting/Financial Systems, such as Phoenix, E2 Solutions, and the Global Acquisition & Assistance System;
    • Experience managing multiple and competing budget deadlines and taskers; supporting budgeting and financial management for an organization, including historical costs, fiscal budget and human resources (HR) requirements, and expenditure control; determining resource requirements—and recommending resource allocations based on priorities and needs;
    • Experience providing analyses to management that encompass budgetary resource planning and execution required for effective planning, management, operations, and decision-making;
    • Experience providing interpretations of financial reports, statements, and data to identify trends and deviations from standards and/or plans—and project data into the future; and
    • Experience maintaining an established budget tracking system for the managed portfolio, and assists in preparation of required budget planning and reporting processes, etc., or comparable budget exercises.
