Description of Organization and Position: This position is in USAID’s Bureau for Development, Democracy, and Innovation (DDI). DDI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

The DDI Office of Environmental and Social Risk Management (ESRM) improves development outcomes for the bureau, multilateral development banks (MDBs), and diverse partners by strengthening safeguards policies and the environmental and social performance of projects, and by building capacity to prevent, mitigate, and ensure accountability for adverse impacts on people and the environment. ESRM also hosts the Tropical Forest and Coral Reef Conservation Act (TFCCA) Secretariat, which provides technical expertise on “debt for nature” financing. Some functions of the Bureau and Office are further described in ADS 101.

As a senior member of the DDI ESRM Multilateral Development Bank (MDB) Team, the Natural Resources Officer will co-implement the Agency’s mandates under Title XIII of the International Financial Institutions Act of 1977, as amended, and Section 7060c of Public Law 113-235 of 2015. The incumbent will:

  • Maintain expert knowledge of established and emerging international environmental and social practices in a wide range of sectors;
  • Advise USAID, U.S. government (USG), MDB, and foreign government officials on environmental and social risk management in development;
  • Participate in an interagency process to prioritize high-risk MDB projects for early USG engagement;
  • Collaboratively select high-risk MDB projects for in-depth technical reviews;
  • Formulate, socialize, and write evidence-based findings and recommendations in project-specific technical review reports and semi-annual summary reports to Congress;
  • Participate in interagency reviews of MDB safeguards policies as a technical expert and process coordinator; and
  • Contribute to ongoing efforts to adapt the agency’s engagement on MDB environmental and social performance so it is more strategic, effective, and efficient.

To be qualified for this position, candidates must:

  • Be a U.S. citizen.
  • Be able to obtain and maintain a Secret security clearance.

To be qualified for this position, candidates must possess:

  • Basic Requirements:
  • Degree: biological sciences, agriculture, natural resource management, chemistry or other discipline relevant to the position.
  • OR
  • Combination of education and experience: Courses equivalent to a major (as described in A, above) plus additional education and relevant work experience.
  • In addition to the Basic Requirements above, candidates must also have Specialized Experience.
  • You must have at least one year of specialized experience equivalent to the next lower grade (FL-03/GS-13) relative to this position. Examples of specialized experience include:
  • Serving in a technical leadership role involving decision-making on complex environmental or social impact assessment issues, especially in a developing country context;
  • Identifying, and recommending measures to mitigate, adverse environmental or social impacts of development projects, especially involving large infrastructure;
  • Familiarity with environmental and social safeguard policies, preferably those of MDBs.
