Description of Organization: The Bureau for Development, Democracy, and Innovation (DDI) integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s missions worldwide, supports programming to innovate, learn and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

The Center for Environment, Energy and Infrastructure (EEI) provides technical leadership for USAID’s environment, infrastructure and energy sector programs. The functions of the Bureau and Centers are described in ADS 101.

Description of Position: Provides advice, guidance, and technical leadership to USAID missions and regional/pillar bureaus on engineering, infrastructure, and construction to ensure that best practices are integrated in infrastructure programming across sectors and those activities are performed in compliance with policy and regulation. Maintains expert knowledge of the ‘state-of-the-art’ in development infrastructure practice and incorporates this knowledge in technical assistance to field operating units.

Provides expert guidance and input for the integration of infrastructure in country strategies, program designs, and activities across the full range of USAID’s development sectors. Develops guidance on appropriate approaches to infrastructure planning in different contexts including consideration of design standards, feasibility analysis, etc. Ensures that USAID regional/pillar bureaus and missions have the necessary engineering and design services and resources available to plan for and manage infrastructure projects.

Serves as an expert consultant in the resolution of the most challenging problems on projects of national or international scope and impact. Exercises a high degree of sound engineering judgment in guiding the analysis of unique problems and developing new and improved problem resolution techniques and methods relating to USAID's infrastructure investments in key sectors such as health, education, water and sanitation, transportation, and energy. Serves as a point-of-contact on engineering, construction, and infrastructure policy issues and problems, and identifies solutions and opportunities for reform.

Provides direct technical support to the design and implementation of engineering, construction, and infrastructure activities as requested by missions and other operating units. Support may include activity design, procurement assistance, quality assurance, forensic analysis, and other services as appropriate.

Reviews and analyzes Agency construction portfolio data and makes recommendations to USAID missions on risk management

Future of Work Designation: This position has been designated as Remote eligible. Status is subject to change based on future of work guidance. DC locality pay is subject to change if the incumbent is remote from a locality other than Washington, DC.
