Description of Organization: DDI integrates technical expertise with values-driven, cross-cutting priorities, and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide, supports programming to innovate, learn, and address emerging issues, and provides technical leadership within the Agency and externally to enhance development impact.

DDI/EDU leverages its expertise, partnerships, and global perspective to guide and influence the education sector, advancing U.S. Government development priorities.

Description of Position: The Budget and Procurement Advisor will support EDU’s leadership and staff with budgetary, operational, analytical, and Program Cycle needs. The Advisor will account for EDU’s Congressional appropriations through budget formulation, justification, and execution, and engage with the Bureau for Resource Management (BRM) in support of budget needs for the education sector broadly. The Advisor will also support EDU with program planning and support, strategic planning, organizational effectiveness/organizational development, and performance reporting. This will include supporting the development of new procurements, financial monitoring of EDU’s portfolio, and engagement with the Bureau for Management, Office of Acquisition and Assistance (M/OAA).

Qualifications:

  • Must be a U.S. citizen.
  • Must be eligible to obtain and maintain a Secret security clearance.
  • A graduate degree that included or was supplemented by major study in education or in a subject matter field appropriate to the position.
    • Combination of education and experience—courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional coursework that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above.
  • You must have one year of specialized experience equivalent to the next lower grade level (FL-04/GS-12) of this position. Examples of specialized experience include:
    • Experience supporting budgeting and financial management for an organization, including historical costs, fiscal budget and human resources requirements, and expenditure control;
    • Experience reviewing resource requirements and recommending resource allocations based on priorities and needs;
    • Experience providing analysis and evaluations to management that encompass programmatic milestones, schedules, and budgetary resource planning and execution required for effective planning, management, operations, and decision-making;
    • Experience providing interpretations of financial reports, statements, and data to identify trends and deviations from standards and/or plans and project data into the future; and
    • Experience supporting the development and management of education programming.
