Description of Organization: IPI integrates technical expertise with values-driven, cross-cutting priorities and modern approaches to the way USAID performs its work. It provides client-centered technical services to USAID’s Missions worldwide; supports programming to innovate, learn, and address emerging issues; and provides technical leadership within the Agency and externally to enhance development impact. LFT facilitates consistent engagement and deeper partnerships between USAID and strategic partners who together advance the Agency’s objective of self-reliance. The functions of IPI and its hubs are described in ADS Chapter 101, Agency Programs and Functions.

Description of Position: The incumbent will serve as the Program Officer supporting program, communications, and knowledge management functions for the Cooperative Development Program (CDP) within the Cooperative Development Initiative. The Program Officer will serve as the Agreement Officer's Representative (AOR) for Cooperative Development Program awards.

As the Program Officer, you will:

  • Work in partnership with U.S.-based organizations, USAID Missions, and other USAID Operating Units with an emphasis on program management, knowledge transfer, and skill building;
  • Create and disseminate internal and external communication materials and promote events in coordination with communications staff; and
  • Interpret policy, laws, regulations, and complex program requirements, identifying problem areas, and disseminating guidance.

Qualifications: To qualify for the position of Program Officer, FL-0343-02, you must possess the required specialized experience specific to the series and grade you are applying to.

Specialized Experience: For the FL-02, you must have one year of specialized experience at the FL-03 (GS-13) grade level or equivalent. Specialized experience is defined as:

  • Supporting an AOR for development assistance awards;
  • Providing programmatic support to internal and external stakeholders to adopt and implement cooperative development activities; and
  • Supporting teams that manage the programmatic and development activities for an agency or organization.

Conditions of Employment:

  • Must be a U.S. citizen, and
  • Must be eligible to obtain and maintain a Secret security clearance.
