Result of Service - Draft a detailed outline for the report, based on findings from the desk research, consultations, and guidance from UNOCT, by 1 April 2022.

    Duties and Responsibilities This Individual Contractor is located in the United Nations Office of Counter-Terrorism (UNOCT). Under the overall guidance of the Chief of the Policy, Knowledge Management and Coordination Branch (PKMCB), the Consultant will report to the Chief of the Knowledge Management and Strategic Support Section. Mandated scope of the report:

  • Focus on terrorist attacks on the basis of xenophobia, racism and other forms of intolerance, or in the name of religion or belief;

  • Analysis of the motivations, objectives, organization and the threat posed by such groups within the global terrorist landscape, including new and emerging threats;
  • Effective counter-narratives, capacities and strategies to counter this phenomenon;
  • Support from the United Nations to requesting Member States in this regard.

Specific tasks for the incumbent will include:

  • Prepare a work-plan outlining the approach and timeframe for the completion of the assignment, including milestones for deliverables, with skillful analyses of complex problems and timely action, coherent decisions and clear communication, by 31 January 2022.

  • Conduct desk research and summarize its key findings, based on an analysis of the contributions received from Member States, United Nations Global Counter-Terrorism Coordination Compact entities and civil society organizations for the preparation of the report, as well as open-source information, regarding the mandated scope of the report, by 18 March 2022.

  • Facilitate and participate in consultations organized by UNOCT with representatives of Member States, United Nations Global Counter-Terrorism Coordination Compact entities, and civil society and think tanks, regarding the mandated scope of the report, including: contribute to the drafting concept notes, discussion papers, agendas and remarks; moderate discussions; prepare summary of discussions outlining key findings to inform the drafting of the report, by 15 April 2022.

  • Draft a detailed outline for the report, based on findings from the desk research, consultations, and guidance from UNOCT, by 1 April 2022.

    Qualifications/special skills Academic Qualifications: Advanced university degree (Master’s degree or equivalent) in political science, public policy, policy analysis, international law, international relations or another relevant field. A combination of relevant academic qualifications and extensive practical experience may be accepted in lieu of the advanced university degree. Experience: A minimum of ten years of experience in conducting research and drafting policy papers and reports on issues related to terrorism and violent extremism is required. A minimum of five of years of experience in the above specifically with regard to the threat posed by terrorism based on xenophobia, racism or other forms of intolerance. Good knowledge of United Nations counter-terrorism related instruments, documents and architecture, in particular the UN Global Counter-Terrorism Strategy and its four pillars, the UN Plan of Action to Prevent Violent Extremism is desirable. Previous experience conducting research and drafting reports for the United Nations is desirable. Language: English and French are the working languages of the United Nations Secretariat. For this position, fluency in oral and written English is required.
