According to recent European statistics, around a quarter of all children in the European Union are at risk of poverty or of social exclusion. Despite the increasing European efforts to counter the cycle of poverty and its impact on children, the recent socio-economic crisis caused by the COVID-19 is expected to increase poverty rates, which remain too high if compared to the targets of the 2020 EU Strategy for smart, sustainable and inclusive growth.

Starting in 2015, the European Union began the development of a Child Guarantee (https://ec.europa.eu/social/main.jsp?catId=1428&langId=en), meant to ensure that all children in Europe who are at risk of poverty, social exclusion, or are otherwise disadvantaged, have access to essential services of good quality in the areas of healthcare, education, childcare, housing and nutrition. In July 2020, the European Commission, through the Commissioner for Jobs and Social Rights, started the third phase of the Child Guarantee entrusting UNICEF’s Regional Office for Europe and Central Asia with the task of implementing pilot projects to counter inequalities and child poverty in four European countries, including Italy.

Around 10 million children and young people under the age of 18 live in Italy. More than 1.2 million boys and girls live in absolute poverty. 25.7% of youth aged 18 to 24 are currently not in education, employment, or training. Moreover, the disparity in the level and access to services between different areas of the country is alarming. Italian children and adolescents are also between those more at risk of poverty and social exclusion (30.6%) compared to the EU average (23.4%). In Italy, the Child Guarantee will be tested in different areas, with two main focus on alternative care and education and will be directed towards three of the four target groups identified in the feasibility study (children in institutions, children with migrant background and children living in precarious family conditions).

Considering the importance of the professional support that children from the most vulnerable groups receive from social services, UNICEF plans to support the capacity building of professionals to deliver an even more tailored age, gender and culture specific support to children targeted by the Child Guarantee.

How can you make a difference?

As part of the implementation of the Child Guarantee in Italy, UNICEF is seeking a consultant to lead the capacity building efforts for institutional and non-institutional stakeholders, through the participatory development of training tools and a ToT.

Specifically, the consultant will:

  1. Develop and test a training curriculum for professionals, members of the National Orders of Psychologists (CNOP) and Social Workers (CNOAS) as well as the Italian Society of Pedagogy (SIPed) and develop and monitor the implementation of a dissemination plan for each one of the involved actors. The training curriculum will be developed in coordination with representatives of the abovementioned professional associations and will be focused on adolescence and transition to adulthood, including unaccompanied children, with a multiple of focuses on protection, listening and participation. The curriculum will be divided in different thematic modules to be proposed by the consultant based on the topics mentioned above and the consultation with the National Orders and will include a facilitator’s guide, handouts and pre and post training surveys to evaluate its effectiveness.
  2. Develop, together with the three abovementioned professional associations, one Training of Trainers (ToT) package, test it and carry out the initial training to the respective training teams of CNOP, CNOAS and SIPed. The ToT will cover similar topics within the framework of Child Guarantee, identified through focus group discussions to understand the specific training capacity of the different professionals and will include a trainer’s guide, handouts and pre and post training surveys to evaluate its effectiveness. The training will later on be replicated by the trained professionals to different categories of frontline workers involved in the support and wellbeing of children in Italy.
  3. Review and finalize, in consultation with the National Coordination of the Reception Communities (CNCA) and other relevant stakeholders, the already drafted training package for potential foster families and social workers on foster care for unaccompanied and separated children.
  4. Support the development, provide quality control and ensure consistency with the abovementioned training package, of three thematic modules for foster families and guardians that will be developed by diversified experts on 1. gender dynamics and gender-based violence 2. management of cultural diversity 3. Psycho-social support

All trainings will be validated by relevant stakeholders; all training modules and Trainings of Trainers will be developed in two versions, one for in person trainings and the other one for remote trainings. For the latter, the consultant will work in close coordination with UNICEF’s Distance and E-Learning Specialist. All training modules will include age, gender and cultural considerations as well as trauma and violence, including GBV, best interest and non-discrimination principles.

All documents will be developed in Italian.

  • Quality of written materials produced

  • Timely delivery of deliverables and adherence to timeline and set deadlines

Contractual arrangements:

  • Estimated Duration of the Contract: The contract duration will be 8 months.
  • Payments: The consultant will be paid upon approval of the deliverables, according to the payment schedule presented above. Each request for payment must be supported by the supervisor’s written certification of the assignment performed (deliverable provided and/or days worked). Final payment is made only upon certification of the satisfactory completion of the assignment as a whole, and completion by the supervisor of the evaluation.
  • Duty Station and Official Travel: The Consultant will be expected to be home based and is not expected to travel.
  • UNICEF Supervisor: Child Protection Specialist, UNICEF Refugee and Migrant Response, Italy
  • Nature of Penalty Clause in Contract: If the final reports and documents are not submitted according to the deliverables stated in this TOR, the payments will be withheld. UNICEF reserves the right to withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines (fees reduced due to late submission: 20 days - 10%; 1 month -20%; 2 months -30%; more 2 months – payment withhold). All materials developed will remain the copyright of UNICEF and UNICEF will be free to adapt and modify them in the future.

To qualify as an advocate for every child you will have…

Required:

  • Advanced degree in pedagogy, social work, psychology or other relevant background;
  • A minimum of five years of relevant professional work in pedagogy, capacity building and/or development of training modules, including a specific focus on children rights and protection;
  • Proven experience in conducting similar assignments and producing similar deliverables and in thematic areas related with the protection of children’s right;
  • Excellent planning and organizational skills;
  • Excellent analytical, communication and writing skills;
  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
  • Fluency in Italian and English.

Desired:

  • Experience in capacity building applying innovative techniques;
  • Experience using online tools and platforms for the delivery of training courses;
  • Good team player;
  • Experience working with UN/international organizations
