Organizational Setting

Since the adoption of the 2030 Agenda for Sustainable Development, the idea of organizing national development planning around broader “structural transformations” has gained currency among Member States. Nonetheless, actual implementation has been hindered by lack of clear understanding about the kinds of structural transformations that may qualify for policy attention and, to an even greater degree, by uncertainties about what kinds of governance arrangements and capacities may be required to support such an ambitious policy paradigm

The GSDR report calls for a cross-sectoral perspective that recognizes the interdependencies, synergies and trade-offs among major objectives and targets. Similar thinking has now emerged in numerous high-visibility reports and technical analyses, and in initiatives by governments, including Norway’s action plan on sustainable food systems, aiming to develop innovative approaches for more coherent governance and policy support. The project capitalizes on the Food Systems Summit in 2021 as a system-wide UN initiative, with the Rome-based agencies providing core support, to improve the coherence and effectiveness of existing initiatives and strengthen collective action at all levels for food systems transformation. . In Indonesia, the Sub-Programme hasfocused on supporting strengthening and innovation of appropriate institutional mechanisms and multi-stakeholder collaboration to support more coherent and effective cross-sectoral programming and planning for sustainable development and transformation of food systems. The Sub-Programme focuses on evidence-based analysis of crucial inter-sectoral nexuses and trade-offs to enable more effective communication and collaboration among partners, and contribute to global reflections on how to enable and support food systems transformation.) in Indonesia

Furthermore, FAO in collaboration with WFP, UNICEF, IFAD and other development partners, has endorsed the UN Network for Scaling Up Nutrition (SUN) Movement. This provides opportunities for FAO to strengthen its contribution to inter-agency efforts on food security and nutrition at country level, as well as FAO Indonesia participation in the Donor and UN Country Network on Nutrition (DUNCNN), including in the UN Working Group on Nutrition (UNWGN) as mandated by the UN Sustainable Development Cooperation Framework (UNSDCF).

Reporting Lines

The personnel will work under the overall guidance and supervision of the FAO Representative to Indonesia and A-FAOR (Program) in delivering the tasks.

Technical Focus

FAO is working on several projects in Indonesia in related to food systems, food security, food safety, and nutrition, including: the implementation of FMM/GLO/150/MUL on the Resilient and Sustainable Food Systems Program, FMM/ GLO/ 181/ MUL on the Food Systems Financing Strategy, TCP/INS/3802 on Supporting Resilience in Food Systems to address constraints arising from COVID-19; TCP/INS/3807 on Food Loss study; TCP/RAS/3807 on Urban Food Systems; TCP/INS/3901 on Joint Study on Resilient Food Systems, with technical advice from the LTO in RAP and ESN Division in HQ, in collaboration with WFP, IFAD, and other UN agencies.

Tasks and responsibilities

• Support the implementation of the Letter of Agreement and coordination on those above-mentioned projects, with technical advices from FAO Regional Office for Asia and the Pacific (RAP) and HQ. • In consultation with A-FAOR, facilitate smooth engagement with the government and the relevant stakeholders for the above mentioned projects • Provide direct support to Government institutions to strengthen inter institutional coordination, in support to the consolidation, implementation and monitoring of the relevant projects • Provide technical and policy advice and/or support to the Government and relevant stakeholders in the identification and implementation of innovative and integrated policies and programmes related to food systems and nutrition. • Facilitate strategic synergies among relevant existing programmes and initiatives to maximize impact and upscale results that foster sustainable, resilient, and inclusive food systems, with a particular focus on improved food security and nutrition. • Advocate for, promote, and support establishment of partnerships and alliances in support to the projects. • Act as Nutrition Focal Point for FAO Indonesia: - Represent FAO Indonesia in multi-sectoral and inter-agency coordination processes on food security and nutrition, such as the SUN Network, DUNCNN, and UNWGN meetings, UNSDCF; exchange information on FAO food systems and nutrition program; - Review and provide inputs on food systems and nutrition documents; - Support the mainstreaming of nutrition in the implementation of CPF and reporting progress on nutrition related work, in particular follow up to ICN-2 and UN Decade of Action on Nutrition. • Act as SDGs Focal Point for FAO Indonesia: - Represent FAO Indonesia in SDGs meetings/workshops, under guidance from SDGs coordinator and SDGs indicators focal points at FAO HQ and RAP; - Liaise with Bappenas, SDGs Secretariat, BPS, and other Ministries/Institutions in monitoring and reporting of SDGs indicators under FAO custodianship; - Review and provide inputs for the draft SDGs documents. • Act as FAO focal point for United Nations Sustainable Cooperation Development Framework (UNSCDF) - Represent FAO Indonesia in the UNSDCF coordination meeting; - Support the mainstreaming of FAO SDGs work in CPF and UNSDCF reporting. • Perform any relevant other tasks/duties assigned by and support to FAO Indonesia.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree (at least Master’s degree level) in any one of the following fields: food and nutrition sciences, community nutrition, agricultural science, agricultural economics, or other related field, with extensive relevant professional experience in the area of both food security and nutrition is more preferable. • Five years of relevant experience in food systems, food security, and nutrition. • Working knowledge of English. • National of Indonesia.

Technical/Functional Skills

• Minimum 5 years relevant work experience in food security and nutrition, or closely related field • Ability to produce high quality reports and presentations, often under time pressure • Excellent interpersonal and communication skills, particularly with Government officials • Previous working experience in the UN environment considered an advantage • Strong cultural sensitivity to work in multicultural, multi-ethnic environment • Able to work independently, as well as in a team • Sound judgment as well as professionalism and maturity • Ability to organize work efficiently • Good written and spoken English
