Organizational Setting

FAO Ukraine is a project management Office headed by the Regional Programme Leader (RPL) under the operational responsibility of the Regional Office for Europe and Central Asia. FAO Ukraine is contributing to the development of national policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

Reporting Lines

Under the overall supervision of FAO Regional Programme Leader for Europe and Central Asia, and the direct supervision of the FAO Ukraine Head of Office, the Liaison Specialist to support FSD is an essential position to ensure the success of the Food Systems Dialogue.

Technical focus

UN Secretary-General António Guterres will convene a Food Systems Summit (FSS) as part of the Decade of Action to achieve the Sustainable Development Goals (SDGs) by 2030. The Summit will launch bold new actions to deliver progress on all 17 SDGs, each of which relies to some degree on healthier, more sustainable and equitable food systems. The Summit will awaken the world to the fact that we all must work together to transform the way the world produces, consumes and thinks about food. The Food Systems Summit Dialogues represent a critical global engagement process leading up to the UN Food Systems Summit in September 2021 in conjunction with the UN General Assembly. All Member States are invited to lead a three-stage Dialogue process until June 2021. The FSS will build on the many existing global events and platforms and the resulting agreements, commitments, and collaborative actions. Preparations for the Summit will seek to discover synergy between the multiple regional and national initiatives and alliances that already exist or are forming to support the transformation of food systems. Tasks and responsibilities

Specifically, the Liaison Specialist to support FSD will carry out the following activities:

• Support the FAO Programme Coordinator to maintain/establish a key communication channel to facilitate UN and Government engagement on the Summit State Dialogues between UN Resident Coordinator Office in Ukraine relevant national Government authorities with competences on the technical areas to support FSD, namely to: i/ provide regular updates on the status of the ongoing activities and ensure that they go in line with their priorities and expectations of FSD; ii/ identify other additional activities to follow-up on the results of the ongoing ones; • follow up developments at all levels, taking appropriate actions and initiatives, updating on the status of UN system and government engagement in the preparations for one Dialogue and in the Member State Summit Dialogues process attending meetings, serving as liaison with government and namely Ministry of Agrarian Policy, Food and Agriculture of Ukraine and Ministry of Foreign Affairs focal points, taking notes of events, and collect-share-maintain all relevant documents, while communicating relevant documents with stakeholders; • Register on the Dialogues Gateway, www.summitdialogues.org and follow up regularly on the FSD summit website, share necessary information with FSS officials to upload country information. Support to enable meetings and follow up across the Summit Secretariat; • Conduct a series of thematic consultations as well as a national consultation on the FSS objectives to disseminate the ideas of the summit and invite discussion and inputs from different groups. Update the proposed initiatives and time bound action agenda related to systemic solutions to accelerate hunger reduction, make nutritious foods more available and affordable, and make food safer; • Prepare for one multi-stakeholder dialogue by creating facilitator guidelines for the dialogue that include a set of leading questions, that support guiding plenary and working group discussions on key food system issues. Preparation also includes consultation with technical experts to understand complex and relevant issues, and the training of a team of facilitators; • Organize and facilitate a one multi-stakeholder dialogue, with a range of different stakeholder groups if needed that include – women, youth, farmer groups, agro-processors, the private sector and others relevant stakeholders; • Review and consolidate the notes from all the different discussion group sessions, from the multi-stakeholder dialogue session, into a single well-organized document. This document (in English) should provide the different perspectives of stakeholders, including key ideas, findings, and take-aways, it will serve as inputs for a report on the dialogue process; • Perform other duties, as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Agriculture Science, Social Sciences, Environment or related fields; • At least three years of relevant professional experience; • Advanced knowledge of English. Knowledge of one of the other FAO languages (Arabic, Chinese, French, Russian or Spanish) is an advantage; • National of Ukraine.
