Organizational Setting.

The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programs, and projects to achieve food security and reduce hunger and malnutrition, to help develop the agricultural, fisheries, and forestry sectors, and to use their environmental and natural resources in a sustainable manner.

The incumbent will work in the FAO Representation in Nigeria, and will be expected to support the implementation of the FAO Nigeria Country Programme Framework with emphasis on program and operations support.

Reporting Lines

The incumbent will work under the general supervision of the FAO, WFP representatives (or their deputies as from arrangements in office) in the country of assignment, and the technical supervision of the Food Security Cluster Coordinator in Nigeria. He/she will work in collaboration with all other relevant clusters and states governments’ partners in order to improve current joint planning. The job will ultimately aim at supporting improved operational coherence transcending the traditional divide between Humanitarian, Development, and Peace action.

Technical Focus

Support for the establishment and the coordinated implementation of a comprehensive joint HDPN programming using the graduation approach in the project implementing states.

Tasks and responsibilities

Building on the achieved results, the HDPN focal point in Yobe state will support strengthened coordination along the entire program cycle, supporting the maximization of linkages, and synergies between different relevant sectors as well as between humanitarian and development actions. This will include supporting joint intersectoral needs analysis activities to ensure a solid evidence base analysis. He/she will also support coherent integrated response plans.

Specifically, he/she will:

  • Regularly convene stakeholders around the exercise of an improved integrated plan built on shared solid analysis at the national level and support his/her homologues in priority provinces in doing so in the field.
  • Assist partners in overcoming differences, build and implement commonly agreed “programmatic adjustment plans” for improved convergence.
  • With the technical support of the global team and the technicians from individual partners set-up a common monitoring framework
  • Follow up on the implementation of the monitoring plan in supporting the collective action.
  • Using the common monitoring framework, support collective advocacy on commonly identified priorities for action being related in programmatic adjustments from partners or/and on additional funding required;
  • Maintain close contact with all HDPN stakeholders (Government and non-government agencies) and support reporting system
  • Undertake any other duties as requested by the Supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in food security, economics, relevant social or natural sciences, or other related disciplines relevant to the mandate of the Organization.
  • Minimum of 5 years of proven knowledge and experience in post-disaster emergency and rehabilitation assessment and programming, and other relevant technical experience.
  • Excellent oral and writing knowledge of English
  • National of Nigeria.
