Organizational Setting

The Food and Agriculture Organization (FAO) is the specialized agency of the United Nations that leads international efforts towards ending hunger. Its objective is to achieve food security for all and to ensure regular and sufficient access to good quality food enabling everyone to lead a healthy and active life. FAO has been present in Haiti since 1978. It supports the Haitian Government through technical cooperation in agricultural development policies and strategies, improving food security and household resilience in the face of food crises, natural disasters and the consequences of climate change.

Reporting Lines

The Food Security, Livelihood and Nutrition Specialist works under the overall supervision of the FAO Representative (FAOR), the direct supervision of the Senior Programme Officer, in close collaboration with the relevant units of the Regional Office for Latin America and Caribbean (RLC), the Subregional Office for Central America (SLM) and Headquarters.

Technical Focus

The Food Security, Livelihood and Nutrition Specialist will be responsible for ensuring that the results and objectives of the projects under his/her responsibilities will be achieved in accordance with the project framework, that the activities will be carried out as planned, within budget and schedule and that reporting, monitoring and evaluation functions will be carried out in accordance with project requirements. The projects will be related to food security, nutrition, livelihoods and food system transformation.

Tasks and responsibilities

• Monitor the agricultural, food security and nutrition and market situation in Haiti and identify priority areas for agricultural emergency, resilience and value chains interventions; • Participate in the organization of the collection, processing, analysis and publication of data and information relating to the agricultural, food security and nutrition and market situation in the country; • Collect data on market prices and relevant information on food trade from economic operators; • Contribute to the achievement of the objectives of the Country Programming Framework, more specifically in the priority area aiming at developing the capacities on food system and nutrition security; • Represent FAO in relevant forums, including with national authorities and donors, and coordination platforms (e.g. Emergency Food Security sector, Agriculture working group, inter-sectoral meetings, etc.) and ensures the correct representation of food security and agriculture data and analysis in interagency/-sectoral assessments; • With the Resident Coordinator Office, co-lead the UN coordination working Group on Food System transformation; • Provide technical leadership and project implementation support, including the review of projects from the food security, nutrition and value chains perspective; • Participate in the identification, formulation and preparation of programme activities and documents (e.g. Hand in Hand initiative, Emergency and Resilience Programme, Anticipatory actions, etc.) and monitor and review the status of programme implementation; • With the government focal person and in collaboration with HQ, RLC and SLM, lead the development of Hand-in-Hand initiative in Haiti; • Contribute to the preparation and/or revision of calls for funds, project documents, budgets and donor reports; • Provide technical assistance, to the extent possible, to implementing partners involved in agricultural and food markets assistance, and involve these NGOs in the collection and analysis of information; • Lead the management of the Alliance for Food Security in the South-East department (Alliance PROSAN) • Prepare technical reports and advocacy products; • Support Disaster Risk Reduction and Disaster Risk Management activities; • Undertake any other task in his/her area of expertise as requested by the FAO Representative.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in agronomy, agroeconomics, social science, or related subject; • At least 5 years of relevant experience in experience in food security, livelihoods, nutrition and/or value chain project management; • Working knowledge of French (level C) and limited knowledge of English (level B). For PSA, working knowledge of French (level C).

• Working experience with UN Agencies including FAO will be an advantage; • Experience with government institutions including in multi-stakeholder projects or programmes; • Minimum knowledge of food markets and value chains; • Knowledge of Haitian Creole would be an advantage; • Strong interpersonal and collaboration skills within the team as well with external stakeholders; • Proven ability to be flexible in a team-oriented approach with diverse groups of people; • Strong written and oral communication skills; • Excellent planning, organizational, multi-task and time management skills; • Strong analytical and constructive thinking skills; • Proven computer skills.
