In Syria, WFP provides food assistance to more than 4.6 million people each month. This includes families who require emergency assistance when affected by conflict and displacement and also those who need help to improve their nutrition and food security. WFP supports children across Syria with healthy meals and snacks at school, mothers with nutritious diets, and families and communities with sustainable livelihood projects.

Following the adoption of UN resolutions 2139 and 2165 by the United Nations Security Council, humanitarian actors operating inside Syria from Damascus or across the borders from neighboring countries organized themselves around a "Whole of Syria" (WOS) approach in an effort to improve the effectiveness and operational reach of their collective responses. The Gaziantep Food Security Cluster was created following IASC recommendation to support the coordination of cross border operations from Turkey to North West Syria while feeding into the WoS coordination architecture managed by FAQ and WFP in Damascus.

ORGANIZATIONAL CONTEXT

The Gaziantep Food Security Cluster Coordinator will be accountable to FAO and WFP as the Cluster Lead Agencies. For field level operational purposes and ensuring linkage with the WoS structure, the Gaziantep Food Security Cluster Coordinator will work under the guidance of the WFP Food Security/Whole of Syria Sector Coordinator and also have a reporting line to the WFP/FAO Head of Office for Gaziantep sub-office.

This post is based in Gaziantep, Turkey under the direct supervision of the WoS Food Security Sector Coordinator in Damascus, Syria.

JOB PURPOSE

The Food Security Sector Coordinator plays a vital role in ensuring timely, coherent and effective food security interventions by mobilizing and supporting stakeholders to deliver a coordinated and strategic response to a humanitarian crisis. The person will lead food security coordination efforts along with the support team. The overall objective of this position is overseeing operational coordination for partners operating from the Gaziantep hub while feeding into the Whole of Syria Coordination architecture.

KEY ACCOUNTABILITIES (not all-inclusive)

Within delegated authority, the Food Security Sector Coordinator will be responsible for the following duties:

i.To Support services delivery by: • Providing a platform that ensures service delivery is driven by the Whole of Syria Humanitarian Response Plan and transition priorities. • Implementing common mechanisms to eliminate duplication of service delivery in NWS. • Ensuring that the Food Security Cluster covers all identified food security needs of the affected population.

ii. To inform the HC/HCT's strategic decision-making by: • In collaboration with OCHA Gaziantep, preparing needs assessments and analysis of gaps at hub level while supporting similar initiatives at Whole of Syria level. • Supporting Food Security Cluster or inter-cluster level food security needs assessments, including participatory assessments. • Identifying and finding solutions for (emerging) gaps, obstacles, duplication and cross-cutting issues

iii. To plan and implement the strategy by: • Implementing duster transition plans that directly support the downsizing strategy Applying and adhering to common standards and guidelines. • Provide transparent direction to the development of common funding criteria, resource. • mobilization and prioritization within the Cluster for inclusion in appeals and pooled funds processes. Provide oversight to 4W collection, collation, and dissemination of IM products to partners.

iv. To monitor and evaluate performance by: • Periodically assessing the performance of the Food Security Cluster through the utilization of the Cluster Performance Monitoring tool and ensure that the information generated is then shared with partners for further learning and knowledge management. • Ensuring that cluster coordination mechanisms are adapted over time to reflect the capacities of local actors and the engagement of development partners. • Ensure adequate reporting and effective information sharing, with due regard for age and sex disaggregation.

v. Build national capacity in preparedness and contingency planning: • Drawing lessons learned from past activities and revising transition implementation accordingly. • Serve as a forum devolving operational coordination and problem solving within the various Food Security coordination groups in the region. • Ensuring adequate contingency planning and preparedness for new emergencies and seasonal adaptation of responses at partner level at sub-national level

vi. Advocacy: • Identifying concerns that contribute to HC and HCT messaging and action. • Undertaking advocacy on behalf of the cluster, cluster members, and affected people. • Authority: Represent the Food Security Cluster in meetings with sectoral and external interlocutors. • Co-Chair Cluster meetings with FAO or NGO co-coordinator. • Secure from Cluster participant's minimum commitments on participation in activities. • Initiate measures to ensure that Principles of Partnership are fully respected in managing coordination mechanisms.

Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Knowledge &: Excel, food security modalities expertise, excellent analytical and writing skills; excellent teamwork and management skills; excellent communication and interpersonal skills; and good negotiation and problem-solving skills. Skills

Experience: Minimum of 5 years as minimum requirement of relevant professional experience in humanitarian response at mid-senior level including in the food security sector or coordination. Current knowledge and experience of the humanitarian response in Syria. International experience is an advantage.

Language: Fluency in both oral and written communication in English is required. Fluency in Arabic is highly desired.
