ROLE PURPOSE:

The Food Security and Livelihoods Coordinator is part of the FSL team in the North office and will be supporting in the delivery and the monitoring of food security and livelihoods projects in Akkar and the North of Lebanon. The staff will be based in the North and will be managing projects in Akkar and the North of Lebanon.

The projects include but are not limited to competency-based training, vocational trainings, youth functional skills, cash for work and on the job training, entrepreneurship trainings for youth and adults, small business development, financial literacy, cash provision, and life skills and vocational trainings for youth.

Child Safeguarding:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.

SCOPE OF ROLE:

Reports to: Food Security and Livelihoods and Social Protection Program Manager

Staff directly reporting to this post: 2 FSL officers who directly manage 6 FSL Assistants and 5 Youth Functional Skills Educators. Additional staff might be added to the structure if additional funding is confirmed.

KEY AREAS OF ACCOUNTABILITY:

Programme Implementation:

  • Responsible of the implementation of livelihoods activities at the centres, in line with programme implementation plans and against donor requirements and partners’ contractual agreements.
  • Set the outreach plan for the FSL team and monitor its implementation.
  • Lead on the Competency Based Training (CBT) activities with the private technical schools.
  • Follow-up on the advanced training and the purchase of its related material.
  • Lead on the cash for transportation component and its documentation.
  • Lead on the labor market assessment exercise to be implemented by SCI on the field.
  • Support the Technical Advisor in the development of training/ awareness raising materials and organize and conduct trainings for programme beneficiaries and stakeholders.
  • Prepare weekly and monthly work plans and ensure the staff follow the plans.
  • Work with Supply Chain for programme procurements and logistics for the preparation of workshops and trainings, according to SCI’s procurement guidelines and manuals.
  • Keep the team informed of any risks faced on the field level and at the family level to tailor the program interventions accordingly.
  • Participate in learning initiatives, events and workshops as needed.
  • Ensure that the implementation of activities is gender sensitive, inclusive of vulnerable communities and people with disabilities, participatory, relevant to the context and conflict sensitive as well.
  • Promote accountability and transparency with all the implementing activities.
  • Contributes to the institutional memory and the experience-sharing by reporting and feedback, innovating initiatives and by networking with other colleagues.

Team Management and Capacity Building:

  • Manage FSL team in collaboration with the FSL PM.
  • Provide program teams with guidance and updates on policy, standards and guidelines relating to FSL.
  • Work in collaboration with technical advisors to identify capacity building requirements for the FSL Team members and develop capacity building plan accordingly.
  • Provide technical expertise and guidance to staff as appropriate, in (for example, but not limited to) assessment, monitoring, evaluation, reporting (Internal and Donor Reports), financial management, proposal development).
  • Train program staff to ensure they have solid understanding of key programme documents and tools, including Monitoring and Evaluation questionnaires.
  • Support the recruitment of FSL program staff.
  • Lead on the capacity development activities of staff and CSO partners’ staff, including and not limited to technical support, training sessions and coaching visits.
  • Foster teamwork values and engaging the team members under the same goal and work principles.

Partnerships Management:

  • Ensure capacity building of local partners implementing FSL interventions.
  • Responsible for partnership management to ensure programme delivery.
  • Support in the completion of partner assessments and work closely with partners on development of proposals and budgets for their sub-award agreements.
  • Provide continuous programme management and facilitate technical support to partners to ensure timely quality programming.
  • Work with support services teams to ensure partners are receiving adequate support from support services.

External and Internal Representation:

  • Represent Save the Children’s FSL team locally in Akkar and the North of Lebanon.
  • Represent Save the Children in FSL sectors working group meetings and other sector coordination forums in in Akkar and the North of Lebanon.
  • Participate in internal and external coordination meetings as required and interact regularly with Save the Children’s other sectors (education, child protection, health/nutrition, shelter) to ensure coordinated and efficient programming.
  • Attend relevant workshops and internal meetings at the country office level.
  • Act as the main liaison between the field and Save the Children office; maintain good relationships with beneficiaries when needed, and professional relationships with local leaders/authorities.

Programme Monitoring:

  • Support in the completion of any other FSL studies/evaluations throughout the project period and facilitate consultants’ work on the field.
  • Organize monitoring visits and home/field visits when needed.
  • Organize and assist in data collection and analysis for beneficiary and community selection, as well as for monitoring and evaluation.
  • Produce timely reports for internal use on the status of on-going programming.
  • Contributes to lessons learnt/ best practices workshops and ensure their implementation on the field.
  • Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS:

  • Degree in Economics, Finance, International Relations, Social Sciences, Development studies or similar field
  • Fluency in written and spoken Arabic and English.

EXPERIENCE AND SKILLS:

  • Minimum 3-5 years of experience in humanitarian and development programs, preferably working in food security, cash, and livelihoods, and with experience in vocational, entrepreneurship and youth skills activities.
  • Advanced skills in team management and performance monitoring.
  • Experience in working in staff and CSO’s capacity building activities and monitoring.
  • Experience in working in Akkar and the North of Lebanon is an added value.
  • Advanced reporting skills in English, including donor reporting.
  • Good planning and time management skills.
  • Experience in monitoring, evaluation, accountability, and learning.
  • Experience in data monitoring and validation.
  • Experience in field work and community mobilization; and in coaching on working with
  • Syrian, Palestinian, and Lebanese communities in specific.
  • Computer skills (especially Excel).
  • Strength in interpersonal, communication and presentation skills.
  • Action and solutions oriented.
  • Available to travel in country.
  • In-depth knowledge of competency-based training, vocational training, cash-for-work programs, and on-the-job training, with an emphasis on practical implementation and effectiveness.
  • Strong understanding of entrepreneurship activities, financial literacy, life skills education, cash and voucher, emergency programming, and food security and livelihoods.
