BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

When faced with an emergency or dealing with structural food insecurity, information can save lives. Who are the food insecure or vulnerable people? How many are there? Where do they live? Why are they food insecure and vulnerable? How is the situation likely to evolve and what are the risks threatening them? Through food security analysis and monitoring, based on household surveys – whether baseline (Comprehensive Food Security and Vulnerability Analyses), or emergency food security assessments (EFSA) – WFP provides actionable food security information for each country in which it works. By combining traditional assessment methods with advanced and emerging technologies, WFP is able to identify food insecure populations around the world, and to establish the underlying causes of food insecurity using several approaches including the Consolidated Approach on Reporting Indicators of Food Security Indicators (CARI). In 2021, based on feedback from the field as well as updates to food security and essential needs indicators, (CARI) guidance has been updated. In conjunction, several related resources and training materials are to be provided, to ensure a clear understanding of the updates and methods by the field. Furthermore, any updates must be in line with the overall HQ RAM standardization project for better facilitation of future analysis and reporting. Furthermore, WFP conducts joint food security analysis with other stakeholders as part of the Integrated Phase Classification (IPC) for acute food insecurity. WFP also plays an active role in the global food security cluster to guide the development of standard methodologies to measure food insecurity and identify people in need at country level.

ACCOUNTABILITIES AND RESPONSIBILITIES:

Under the overall guidance of the VAM Officer, the Consultant will support the ongoing food security assessment with special focus on country office support and emergency surge. The consultant will also provide technical support to food security assessment and will be ready for deployment to support the emerging needs. More specifically, the consultant will be responsible for the following duties:

  1. Lead the planning and implementation of food security assessments in emergencies;
  2. Backstopping the field capacity gaps for needs assessments especially in corporate scale-up operations;
  3. Provide technical guidance to country offices on needs assessment and use of assessment data for targeting;
  4. Develop new guidance and update standard WFP guidance notes based on the research results;
  5. Support the development of WFP methodologies to needs number estimation;
  6. Build WFP capacity to converge several food security outcomes to estimate food security needs;
  7. Provide support to IPC analysis and other interagency analysis platforms including leading the JIAF;
  8. Support the data standardization processes and promote the use of the standardization materials and standardization platforms;
  9. Provide regular support to needs assessment activities and analysis when needed; and
  10. Any other related activity assigned by the supervisor.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Needs assessments in at least 2 country offices are completed and report published;
  • Technical assistance to at least 5 country offices is provided;
  • At least one WFP guidance note is updated;
  • One technical training is delivered.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Degree in social science, geography, economics, statistics, development, international relations, or related field

Experience:

7 years work experience in relevant field

Knowledge and Skills:

  • Good communication skills, proven experience in technical report-writing
  • Knowledge of food security conceptual framework
  • Strong experience in data management and standardization
  • Strong quantitative data analysis skills
  • Proficiency in statistical software packages (minimum SPSS, STATA optional) and MS Office (Word, Excel, PowerPoint)
  • Field-level experience

Languages:

Fluency in English. Second language knowledge (French or Arabic) is desirable
