Organizational Setting

FAO’s approach to development assistance in Mindanao focuses on supporting the rehabilitation of agriculture and fisheries-based livelihoods, accelerating agriculture-based enterprises and increasing access to sustainable energy, and resilience to risk in municipalities affected by natural disasters and conflict.

Reporting Lines

The Food Processing Specialist (WAI) will report to the Assistant FAOR Programme.

Technical Focus

Through the UN Joint Programme “Resilient Livelihoods Development for Women and Youth IDPs in Maguindanao” (UNJP/PHI/075/FPA), FAO, in collaboration with UNFPA, aims to address the eradication of hunger, food insecurity and malnutrition from a gender equality and women’s and youth empowerment perspective. Working with regional and local government partners, the programme aims to improve the overall well-being, food security, nutrition, and health status among women and youth IDPs through equitable access to improved and restored local food security interventions and to reproductive health and protection services during recovery and return.

The Food Processing Specialist is expected to support the capacity building of community-based organizations (CBOs) specifically on their knowledge and skills in developing their proposed agribusiness livelihoods focused on livestock and poultry and develop a value chain strategy to link their products to existing and functional markets.

Initially at three (3) months, the incumbent is expected to deliver the following knowledge products:

• Inception Plan • Report on Mapping of Existing and Potential Resilient Livelihoods focused on Food Processing and production • Project Implementation Plan on Capacity-building for Resilient Food Processing technologies

On the succeeding months of the initial contract, the Specialist will deliver the following knowledge products:

• Training Modules on Resilient Livelihoods Training Production on Food Processing • Quarterly Implementation Report

Tasks and responsibilities

Specifically, the Food Processing Specialist will undertake the following tasks:

• Coordinate with relevant government agencies, development organizations, NGOs, and other stakeholders on the plan and implementation of livestock and poultry production system developed jointly by FAO and the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR) at the Provincial and Municipal levels, and the Office of the Provincial Agriculturist (OPAG) • Closely liaise with local government units (LGUs) and community-based organizations (CBOs) during the implementation of the project; • Assess the technical soundness of production and business plans on Food Processing designed to improve livelihood of farmer-beneficiaries in the context of early recovery from the COVID-19 pandemic; • Develop training modules on Food Processing and Guidance Protocols for community-based organizations • Serve as resource person during trainings on Food production systems/vale chain (e.g. processed foods preparating, cooing instructions, storage and packaging, value chain analysis and marketing); • Develop a simple and practical monitoring tool for food processing interventions using as reference the existing guidelines of MAFAR livestock and poultry programmes; • Develop technical specifications for submissions to FAO Regional Office for Asia and the Pacific (FAO RAP) and prepare detailed procurement plans; • Carry out any other relevant duties within his/her technical competence, as may be requested by FAO; and • Prepare and submit an end of assignment report.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Agriculture, Agribusiness, Food Technology, Business Administration and/or Hotel and Restaurant Management • At least 5 years of relevant work experience in technical training on food processing, food packaging, and marketing of food products • Working knowledge (level C) of English and Tagalog is essential • National of the Philippines
