PURPOSE OF THE POSITION:

  • Job holder will be directly responsible for management and oversight of the WFP Integrated Food Assistance project and will provide technical oversight over other PNS & UN grants implementing food and cash assistance.
  • Provide leadership and management support to the Food and Cash Resources Team so as to ensure that all food, Cash programs are implemented in line with the set standards and objectives. Emphasis will focus on quality food and cash programming, within the framework of emergency, resilience and recovery efforts.
  • Be the focal point for both internal and external engagements related to Food and Cash programming including on behalf of WV CAR program. The incumbent will provide technical support to field-based teams, promote team spirit, a culture of information-sharing and excellence in internal/external coordination and champion sector growth, through active engagement with donors and support offices. Promote a culture of information-sharing and collaboration with cluster mechanisms and strategic partners.

MAJOR RESPONSIBILITIES:

Technical Leadership (Food/Cash Assistance):

  • Provide programming and systems support for all Food, Cash and Voucher and programs, including project design, proposal writing, and budgeting.
  • Provide leadership and technical guidance to Food and Cash Assistance teams to ensure innovative, accountable and compliant programming
  • Ensure systems/tools are updated/developed for different cash delivery mechanisms (Mobile money transfers, electronic vouchers, etc).
  • Support the use of cash and vouchers across priority sectors and for multipurpose objectives.
  • Ensure WV CAR has plans/roadmap on the use of CVP as appropriate to the context and reflected into the country strategy.
  • Responsible for ensuring WV meets its contractual agreements for projects in the portfolio, including FLAs, Project Agreements, and MOUs
  • Identify best-practice and promote its dissemination to improve outcomes for food assistance and non-food assistance programming
  • Identify capacity needs of WV staff members, implementing partners and communities, developing/implementing capacity building plans to support quality, accountable outcomes
  • Ensure project quality meets the project's objectives and results are fully accomplished and meet expected technical quality standards for WFP, FAO, UNHCR, UNICEF and PNS grants with cash, voucher and food programming
  • Spearhead risk planning and ensure control measures for HEA, WFP, FAO, UNHCR are in place and in use;

Programming & Implementation Leadership

  • Manage the day-to-day implementation of the Food Resource Programs according to the approved objectives and plan of actions.
  • Monitor budgeted and actual expenditure for all Grants within the unit with the Finance Manager and or relevant Grant Accountants on a monthly basis.
  • Ensure Food Assistance projects end on-time, on-target, within budget, adhering to donor/WV partnership compliance standards.
  • Ensure project management, accountability and tracking systems/standards in WV CAR Operation areas are in place and fully functional.
  • Provide oversight over project financial issues, including budgeting, budget negotiation, budget tracking and engagement with WFP (reimbursements) and other UN grants for liquidations (OCHA, UNICEF etc)
  • In close collaboration with the PDQA/Grant Acquisition Management teams, spearhead and/or support donor engagement with multi-laterals, WFP, FAO, OCHA, UNHCR, BHA etc. fostering good working relationships to ensure quality, timely implementation, develop/sustain donor confidence and promote portfolio growth;
  • Champion the integration of food and cash across different sectors from project design to implementation and reporting. Provide oversight to non-WFP projects with food and cash components to meet WVI partnership standards.
  • Ensure acceptable audit performance for the food programs in CAR

Human Resource Management and Capacity Building of WV Staff/Partners

  • Lead in Capacity building of the food team to meet established standards through on-the-job training, workshops, mentoring and any other appropriate methods.
  • Ensure effective people management systems are in place, monitored, and in-use;
  • Ensure there is a clear staff retention and succession plan in place for all staff;
  • Effectively line manage and coach line reports, ensuring a shared vision, team work, effective communication and active engagement in decision-making and management approaches
  • Ensure that professional development of Food Assistance team members by identifying training opportunities, and contributing to their appraisals process, training and mentoring;
  • Strengthen existing performance management mechanisms, ensuring good participation and quality results to promote staff engagement and a culture of excellence;
  • Ensure staff grievances and disciplinary action are addressed in a timely manner in alignment with WV policy;
  • Identify capacity needs of WV staff members, implementing partners and communities, developing/implementing capacity building plans to support quality, accountable outcomes
  • Orient new staff members and provide skills training that will include international response standards, project management and other relevant matters.
  • Ensure project start-up workshops are conducted in time to ensure staff are knowledgeable about the project goals and objectives, FLA rules and regulations and partner roles and responsibilities and are empowered to sensitize project stakeholders accordingly.

Monitoring, evaluation and Reporting

  • In collaboration with the Design Evaluation and Monitoring Team, ensure that the Cash and Food programs have M&E system and are monitored and evaluated and that operational research contributes to program innovation and quality.
  • Ensure continuous project monitoring and periodic reviews/assessments to ensure quality, compliant and accountable programming: WFP, FAO, UNHCR,
  • Establish and maintain a mechanism for exchange of information and lessons learned;
  • Ensure that recommendations of monitoring and all studies (or surveys) are followed up and implemented
  • Ensure project reports from operation units are compiled and shared with the donors on timely manner
  • Ensure reports are of the good quality and meet donor requirements
  • In collaboration with the Communications Unit, ensure stories are developed to profile the impact of Food Assistance & Resilience programs in CAR.
  • Ensure evaluation results are shared with relevant partners and effectively used for project redesign.

External and Internal; Engagement and Networking

  • Lead engagement with WFP, Disaster Management Team (DMT) and Support Offices (SOs)
  • Engage with the Food Security Cluster, the Cash Working Group and ensure WV’s active contributions at national (Bangui) and local level (Base/Zonal Levels).
  • Liaise and meet with donors and other food programming stakeholders for purposes of networking, information sharing and to nurture partnerships.
  • Champion sector growth, networking with donors, Support Offices and other potential partners to increase scope and dollar value of Food & Cash Assistance programming in CAR.
  • Liaise with relevant ministries, UN Agencies such as FAO, WFP and other stakeholders to ensure that programs are in line with cluster strategies and objectives.
  • Support Field Level Managers to engage with state level donor representatives and relevant government entities
  • Strengthen existing WV information-sharing mechanism to promote excellence in coordination with other actors
  • Participate in key humanitarian meetings, including networking with other humanitarian partners, donor and UN agencies.

Risk Management

  • Lead in Program risks identification, mitigation planning and management through the World Vision Enterprise Risks in close collaboration with the Risk Manager.
  • Maintain an updated project level risks register and ensuring key program risks are incorporated into the consolidated Response Risks Register.
  • Oversee Food Assistance Program audit readiness in line with WV audit schedule and regulations or as per donor requirements.
  • Provide timely management responses and implementation plans for all Food Assistance Audits, GCDM Monitoring Visits, Donor Visits, and other internal/external visits that guarantee full compliance with reports recommendations.
  • Monitor and ensure all agreed program internal controls, processes/tools, SOPs and all relevant protocols/guidelines are fully adhered to.
  • In collaboration with the Base Managers and Security Department, ensure all program staff participate in online security training and all mandatory security training/orientations required by the response.
  • In collaboration with the Base Managers and/or Security Department ensure all program staff fully comply with security protocols to ensure staff and resources safety of the program.

REQUIREMENTS:

  • 5+ years proven experience with International NGOs in emergency relief, rehabilitation and transition programming especially in fragile contexts.
  • Bachelor’s degree in a field related to project management, Agriculture, humanitarian leadership, international development, business administration, economics, rural development or similar. Master’s degree preferred.
  • Proven track record to deliver designated tasks on time and on budget.
  • Extensive experience in food and cash programme management and implementation of multi-sectoral emergency response projects.
  • Excellent decision-making skills and ability to take calculated mitigated risks.
  • Excellent written and verbal communication and relational skills, especially in a cross-cultural environment, and ability to analyse and solve problems, persuade, network and negotiate.
  • Excellent proven track record of donor relations with multiple donors.
  • Strong planning and organizational skills and ability to prioritize.
  • Outstanding team leadership personality and skills.
  • Fluency in written and spoken English and French language is required.
  • Clear understanding of the workings of major donor perspectives, requirements and standards.
  • Must be able to represent World Vision to major program donors in a highly professional manner, in person and in writing.
