Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The position is under the overall supervision of the FAO Representative in Somalia, the general supervision of the relevant technical divisions in FAO and the direct supervision of the Livestock Sector Coordinator.

Technical Focus

The incumbent will provide overall support to livestock value chain programs, specifically RECOVER, RAAISE/ILED, and CLIMB Projects in Southwest state of Somalia. S/he will coordinate and lead fodder value chain and bee keeping capacity development initiatives and activities; provide support the Ministry of Livestock, FAO partners and other service providers to implement the livestock programme.

Tasks and responsibilities

The incumbent will:

• Participate in identifying target farmers for intervention by the livestock sector and support in community sensitization, mobilization, registration, and formation of groups/cooperatives in consultation with relevant government Ministries, community leaders and elders within targeted villages. • Support distribution of fodder and beekeeping equipment/tools to beneficiaries in consultation with relevant government Ministries, community leaders and elders within targeted villages. • Support target beneficiaries in the production of fodder in rain-fed and flood-receded areas, and rehabilitation through reseeding of range degraded areas. • Facilitate value-chain development for fodder and honey production for quality fodder and honey products marketing and participate in creating awareness, community mobilization and linking communities to markets. • Facilitate assets registration in Property Transfer Forms and signing of agreements with the community groups on safe custody and prudent use of the assets handed over by FAO to beneficiaries (fodder and honey processing equipment, fodder and honey stores). • Participate in the planning, organization, and training to build technical capacities of beneficiaries receiving assistance from the livestock sector in all fodder production, processing and conservation, range rehabilitation and beekeeping related activities. • Facilitate in the developing implementation framework for project activities to be implemented by partners of behalf of the sector (FAO) through Letters of Agreement (LoAs) and Letters of Understandings (LoUs), and support further monitoring to ensure successful implementation/ conclusion. • Contribute to the coordination of procurement and field distribution by partners of livestock supplementary feeds before and during emergencies for rapid responses. • Plan and organize relevant stakeholders’ trainings, workshops, and meetings. • Participate in field assessment of the impacts of the on-going and past interventions undertaken by the livestock sector and reporting on the same for further documentation. • Support in pre-delivery and post-delivery verification of inputs (fodder machines, fodder seeds, beekeeping inputs) for technical compliance in liaison with the procurement unit. • Liaise with local authorities particularly with line ministries (MoA and MoLD), NGOs and other stakeholders for the purpose of coordination, information sharing and gathering, and facilitating feedback to FAO. • Facilitate in the development of MoUs with line ministries and beneficiary group members agreeing to the land allocation/ownership for the construction of fodder and/or beekeeping related infrastructure. • Participate in the joint Food Security cluster and Regional Livestock working groups meetings with a view to improving coordination and harmonization of humanitarian and developmental activities by agencies and partners, including relevant livestock feeds-related activities. • Participate in joint Project Implementation Committee (PIC) and Project Steering Committee (PSC) meetings as either strategic decision-making or day-to-day implementation guidance and monitoring of livestock projects. • Contribute towards the development of the country (Somalia) and regional livestock feed assessments and feed strategies and their validation. • Develop training manuals and other relevant policy briefs for scaling-up good practices. • Perform any other reasonable technical or administrative tasks as requested by the FAO Somalia officer in charge, Livestock Sector Coordinator, or the project managers. • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in one of the following fields: Forage and pasture development or range management or agriculture or animal production or other relevant discipline from a reputable Institution. • At least 6 years of relevant experience in fodder and honey value-chain development; rangeland management; coordination and harmonization of livestock feeds-related activities; liaison with ministry and relevant stakeholders; field assessment; beneficiary mobilisation and capacity development; coordinating fodder or beekeeping infrasture development and input distribution preferably in Somalia. • Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required. • National of Somalia.
