Contract

This is a P-5 contract. This kind of contract is known as Professional and Director staff. It is normally internationally recruited only. It's a staff contract. It usually requires 10 years of experience, depending on education.

Salary

The salary for this job should be between 164,419 USD and 206,054 USD.

Salary for a P-5 contract in Riyadh

The Organizational Setting

The General Authority of Civil Aviation, Aviation Standards (ASD) Sector is the legislative, regulatory and governing body of the Kingdom of Saudi Arabia’s aviation industry. Among its functions, the sector issues and updates codes and regulations, ensures compliance with regulations and procedures, and conducts oversight to guarantee the highest possible levels of safety and security.

Major duties and Responsibilities

Function 1 (incl. Expected results)

The incumbent has delegated authority to conduct airmen flight checks and perform certification of the airmen.

The incumbent will be involved in the following fields:

  • Light Sport Aviation
  • Aviation Events
  • Parachuting

Function 2 (incl. Expected results)

He is also authorized to make commitments and decisions described below:

• Provides expert advice and support to the Principal Operations Inspector (General).

• Advises on and supports national inspectors with performing flight operations certification functions, including certification of airmen and approval of operations manuals, crew training and checking programs, minimum equipment lists and the issuance of operating certificates and/or specifications.

• Accomplish Pilot certification and practical test.

• Complete Aviation Events certification (must be familiar with ground movement, general aviation, and airports).

• Recommend regulation improvements and Inspector guidance (E-Book) development as well as policies, procedures and forms.

• Determine compliance with Annex 1 and where applicable provides technical advice and support the Principal Operations Inspector (General) in the development of proposals.

• Identifies training needs, developing training plans, coordinating and evaluating actual ground and flight training programs.

• Provides expert advice and guidance in incident/accident investigations in line with Annex 13 of the Chicago convention.

• Develop plans and perform similar evaluations in order to monitor compliance with national standards and ICAO provisions.

• Design plan and conduct ramp inspections of aircraft in order to assess, analyze and determine areas of improvement and make appropriate recommendations in line with international standards and trends.

• Develops plans, coordinates, implements, monitors and prepares safety management system reports defining key performance indicators, expected outputs.

• Perform all other duties in his field of specialization.

Impact of The Outcome of the Position

The cooperation provided under this Project aims to reinforce the GACA capacity to provide safe, efficient and cost-effective civil aviation services through the input of ICAO Advisers and Consultants in specialized disciplines to address specific problems arising from the introduction of new technologies; develop a manpower and training plan, as well as a career progression plan, which will provide sound guidance for management decisions affecting the hiring, training, promotion and retention of its highly trained personnel.

The incumbent establishes relationships and contact with GACA professional and technical personnel and managers in order to exchange information, clarification and explanation of processes in the domain of regulations, rules, IFP, airports, airspace and related subjects.

Qualifications and Experience

Education

  • University degree in Civil Aviation field or relevant academic qualification.

Professional experience

  • Management or supervisory experience with a government department of civil aviation, directly associated with the preparation and responsibility for implementation of rules, regulations, operating manuals and flight and ground procedures deemed necessary for flight safety, inspection and certification.
  • Knowledge of legal responsibilities and administrative procedures for the issuance of documents under state of registry approval relating to supervision of flight operations.
  • Extensive experience as a government flight operations inspector dealing with flight operations inspection of light sport aviation, Aviation events and parachuting.
  • Experience in the preparation, approval and use of flight operations manuals and other flight documentation.
  • Experience in the development of inspector guidance and civil aviation regulation pertaining to light sport aviation, aviation events and parachuting.
  • Experience in the preparation and approval of flight training and checking programs, and development of training plans for inspectors.
  • Sound knowledge of related ICAO annexes, recommended practices and related documentation.
  • Lead Auditor and/or Auditor experience of 5 years as Civil Aviation Authority auditor or IATA Operational Safety Auditor (IOSA).

Languages

Essential

  • Good command of oral and written English is essential.

Desirable

  • A working knowledge of Arabic is an asset.
