BACKGROUND AND PURPOSE OF THE ASSIGNMENT****:

The Fleet Manager will be responsible for the overall management and oversight of all fleet, spare parts stores and workshops in CAR, in accordance with established Fleet and Financial procedures, Special Operating Procedures (SOPs), normative guidelines as set in Fleet Manual.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct supervision of immediate Supervisor and in co-ordination with all Fleet staff, the incumbent shall perform the following duties:

  • Manage and monitor the performance of the trucks / trailers to achieve maximum utilization, Vehicle Routing & Scheduling for the timely deliveries of both Food and Non-Food-Items for Operational needs.

  • Directly manage WFP Staff and Workshop managers / Drivers / convoy leaders to ensure that they report on time and work efficiently.

  • Responsible to Manage and ensure that all reports and information as required by the Organization are produced promptly on a timely basis. Additionally, analyze information and quality of report prior to distribution.

  • Ensure that the Fleet Management System (Fleet Wave) is implemented in accordance with WFP Fleet Management rules.

  • Ensure that Workshop staff forecasts and requisitions spare parts: Preparation of orders for spare parts / tires and materials required for the operation and submit these requests for the approval.

  • Ensure that workshop Staff manages POL (Petroleum, Oil & Lubricants) ensure that the quality / quantities of the supply of fuel & lubricants are in accordance to standards set.

  • Ensure that all Repairs & Maintenance performed by WFP/External workshop to vehicles / machinery is in accordance to the required standards established to achieve maximum reliability with minimum downtime and quality Workshop Management maintained.

  • Required to establish the necessary resources to match the overall operational requirements and monitor trends upwards or downwards and adjust resources accordingly to match these trends.

  • Implement Best Practices established and ensure that KPI’s (Key Performance Indicators) are maintained with parameters set.

  • Accountable for ensuring that all Administrative Requirements are maintained and valid thus making sure that the renewals of all contracts, insurance policies are affected on a timely basis.

  • Ensure that minimum Health and Safety requirements are met in full, together with considerations for environmental needs.

  • Responsible to ensure that all staff (Persons Reporting) carry out their duties in accordance to their Job Descriptions set.

  • Continuously collect and collate valuable data or information relating to improvements required for Standardization and Development purposes for Fleet Management and communicate this information to other staff in Fleet.

  • Share experiences gained with other staff members and strive towards creating good team building and harmonious atmosphere.

  • Travel occasionally, as required by the Organization.

  • Will perform any other duties as requested by immediate Supervisor.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Implement the best fleet management practices by ensuring smooth running of all workshop hubs and fleet operations within CAR.
  • Ensuring maximum truck utilization and always reduced operational costs,
  • Regular review of truck allocation and redeployment strategy of available trucks based on actual country programme needs.
  • Capacity building of national staff, conducting job training.
  • Establish Key performance indicators for CAR fleet and ensure 100% adherence and compliance.
  • Maintain minimum dead stocks in workshop stores and arrange immediate

Disposals of excess and obsolete parts.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in Business Administration, Engineering (preferably Automobile/mechanical engineering), or other fields related to surface transport.

Experience****: 10 years’ experience of fleet management and workshops in the field, demonstrated ability for extensive field missions within CAR

Knowledge & Managerial/Management skills and knowledge of transport

Skills: contracting and procurement and financial procedures. Procurement plan preparation on fleet

Languages: Excellent knowledge of English and Fluency (Level C) French is required.
