Job Description

Background of Country and Emergency Response:

Months of escalating Russian hostility towards Ukraine have culminated in a concerted invasion of the country and the launch of military attacks across multiple cities in Ukraine, with a view to destabilize the country and provoke a change in government. Between February 7-23, 2022, an IRC team undertook a scoping mission covering Poland and Ukraine to better understand the context, humanitarian and civil society landscape, and anticipated service gaps in the event of an escalation of conflict in Ukraine. As of February 24th, the IRC has pivoted to an emergency response, and have identified partner agencies in Poland and Ukraine to facilitate immediate assistance that can be used where it is the most needed. Currently IRC and partners are conducting humanitarian response operations in the central, south, and east part of the country. This position will be based in Kharkiv, which is a new extension of IRC Dnipro office, with occasional travel to other locations in Ukraine as permitted. As this is a fluid and rapidly changing context, the location of this position and length of assignment may change based on the needs of the program.

Job Overview/Summary:

The Fleet Assistant reports to the Supply Chain Senior Officer. Fleet Assistant provides administrative and technical support to the IRC Fleet to ensure the effective use, enforcement and enforcement of Fleet Management Policies, Procedures and Guidelines in accordance with IRC rules and in accordance with the laws of Ukraine.

Primary Functions:

Office management: Responsible for all transportation of people and daily operation of vehicles. Acts as a focal point for vehicle dispatching. Driver management, responsible for planning and implementing daily travel plans. Provides processes to ensure that the IRC base fleet is managed, maintained and maintained in an appropriate, safe and economical manner. Follows mechanisms for tracking staff movements and overall management of field visits at the base. Fuel consumption monitoring, maintenance and repairs are carried out regularly in cooperation with drivers and under the supervision of a fleet officer. In close cooperation with the Security Officer, ensure that all travel is adequate and acceptable in accordance with the latest security situation reports, that there is a clear plan/route for them, and that passengers are properly equipped and prepared (including for unexpected deviations). Consolidation of vehicle records, namely consolidation of vehicle mileage, monthly reports, planning travel schedules, working closely with accountants, maintaining relationships with service stations, car washes, auto shops, etc. Ensure vehicles are properly equipped with the tools and equipment required by local program safety policies and procedures. Ensure that IRC drivers maintain accurate, legible, up-to-date and complete travel records in their vehicle's logbook. Ensure that IRC drivers assigned to the vehicle have a spare tire, tools and other equipment, and a first aid kit. Regular checks of fuel, oil, coolant levels, tire pressure, damage and vehicle cleanliness.

Key Working Relationships: The Fleet Assistant reports to Supply Chain Senior Officer in the office, regular relationships with program staff, operations staff and country supply chain staff at all levels.

Job Requirements: Education: junior specialist / bachelor. Work Experience: Minimum of 1 years professional transport or logistics experience preferably in a multicultural environment Demonstrated Skills and Competencies: strong analytical skills, experience with Microsoft Office and Excel specifically. Ability to work under pressure, multitasking, handy person, excellent team player and ability to work in a multinational environment. Certificates or Licenses: professional certification related to Transport, Logistics or another relevant field, valid driver's license. Languages Requirements: Fluency in Ukrainian and English. Working Environment: Standard office working environment with all amenities available including ACs, internet connection, electricity, and office space. ____________________________________________________________________________
