Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among other things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

In particular, UNICEF will work so that:

  • Every child is protected from violence and exploitation and registered at birth.

Under the supervision of the Education Manager, the Education Officer provides professional coordination, information management, technical, operational and administrative assistance throughout the inter-agency programming processes for education in emergencies/recovery and programmes/projects within the Country Programme from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative programme tasks to facilitate coordination, programme development, implementation, programme progress monitoring, evaluating and reporting, as well as focal point responsibility for education and climate change adaptation.

How can you make a difference?

Support to programme development and planning

  • Contribute to needs assessments and the preparation and updating of the situation analysis and for the development, design and management of inter-agency education in emergency, refugee and climate change related plans, programmes/projects. Research and report on development trends (economic, social, health etc.) and data for use in coordination mechanisms, programme development, management, monitoring, evaluation and delivery of results.
  • Contribute to the development and establishment of sectoral programme goals, objectives and strategies and results-based planning through research, collection, analysis and reporting of education and other related information for development planning and goal setting, for education in humanitarian action.
  • Contribute to the development of strategies and plans for climate change adaptation for the education sector, with focal point responsibility.
  • Provide technical and administrative support throughout all stages of coordination and programming processes by executing and administering a variety of technical programme transactions, preparing materials and documentations, and complying with organizational processes and management systems, to support programme planning, results based planning (RBM) and monitoring and evaluation of results.

Programme management, monitoring and delivery of results.

  • Work closely and collaboratively with internal colleagues and partners to collect, analyze and share information on implementation issues.
  • Suggest solutions on routine programme implementation and submit reports to alert appropriate officials and stakeholders for higher-level intervention and/or decisions. Keep record of reports and assessments for easy reference and/or to capture and institutionalize lessons learned.

  • Participate in monitoring and evaluation exercises, programme reviews and annual sectoral reviews with government and other counterparts and prepare minutes/reports on results for follow up action by higher management and other stakeholders.

  • Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocation, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to ensure timely resolution by management/stakeholders. Follow up on unresolved issues to ensure resolution.
  • Prepare draft inputs for programme/donor reporting, including emergency situation reports, and other inter-agency emergency reporting requirements.

Technical and operational support to programme implementation

  • Undertake field visits and surveys and share information with stakeholders to assess progress and refer to relevant officials for resolution. Report on critical issues, bottlenecks and potential problems for timely action to achieve results.
  • Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices on education related issues to support programme implementation, operations and delivery of results.

Networking and partnership building

  • Support appropriate coordination between all humanitarian education sector partners for coordination, development and management of inter-agency plans and funding appeals for education in emergencies, at the national and provincial level, within the overall humanitarian architecture.
  • Build and sustain effective close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate coordination of programmes and build capacity of stakeholders to achieve and sustain results on education in emergency programmes.
  • Draft communication and information materials for inter-agency and CO programme advocacy use to promote awareness, establish partnerships and alliances, and support fund raising for education in emergencies response plans and programmes.
  • Participate in appropriate humanitarian inter-agency meetings and events to collaborate with inter-agency partners on planning, including operational planning and preparation of education programmes/projects.
  • Research information on potential donors and prepare resource mobilization materials and briefs for fund raising and partnership development purposes.

Innovation, knowledge management and capacity building

  • Contribute to identifying, capturing, synthesizing, and sharing lessons learned for knowledge development and capacity development of stakeholders on education in emergencies, ensure effective communication, reporting and engagement between national and provincial levels.
  • Apply innovative approaches and promote good practice to support the implementation and delivery of concrete and sustainable programme results in education in emergencies.
  • Research and report on best and cutting edge practices for information management, knowledge products and systems, related to education in emergencies.
  • Participate as a resource person in capacity building initiatives to enhance the competencies of clients/stakeholders on education in emergency and response planning.

To qualify as an advocate for every child, you will have…

  • Advanced university degree (Master's or above) in education, psychology, sociology or another relevant technical field.
  • (*A first University combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree in the field of journalism, communications, external relations, public affairs, public relations or corporate communications.)
  • A minimum of two years of professional experience in education programme planning, management
  • Experience in planning and management in education in emergencies, disaster risk reduction and resilience and related areas.
  • Experiences in cluster/ sector coordination required.
  • Experience with humanitarian/education in emergency monitoring is an asset.
  • Experience working in a developing country is considered as an asset.
  • Relevant experience in a UN system agency or organization is considered as an asset.
  • Fluency in English and Urdu is required. Knowledge of other local language is an asset.
