The SBRS is currently rolled out in 23 Regions out of the 26 Regions, meaning UNICEF Child protection section is currently working with 164 District Councils parallel to working with RITA, PORALG and MOH, with expected coverage of all regions to be reached by 2023. The 5 individual contractors will be based in the following locations Arusha (or Dar es Salaam) (1), Dodoma (1), Mtwara (1), Mwanza (1) and Iringa (1) while being responsible for a number of regions.

The presence of consultants on the ground on a continuous basis will facilitate on-the-ground technical support, routine monitoring of birth and death registration activities, follow up on implementation and ensure timely liquidations. Together with RITA and PORALG, UNICEF is advocating for integration of birth and death registration work into the routine work of the councils and pitching for the councils to start budgeting for essential activities from their internal resources. These activities require rigorous follow ups with the regions and councils. In addition, PORALG requires some support for coordination and liaising with RITA and regions on the decentralized birth and death registration system and other related issues. Coupled with this is the need for continuous engagement with the National Bureau of Statistics and the Ministry of Health as well as other stake holders on ground.

How can you make a difference?

The 5 Individual Contractors will undertake the following tasks:

  • Where SBRS is being rolled out, work alongside the IPs on the campaign to clear the backlog; roll-out of the system for new-borns; monitoring and supervision; and attend evaluation meetings.
  • Where death registration is implemented or rolled out, work with all relevant stakeholders to support activities related to the roll out and maintenance of the death registration system.
  • Liaise with RITA regional coordinators and council teams and LGAs regional coordinators when starting new activities; visit councils and regions; ensure that new-borns and children aged 1-4 years are registered and their records uploaded as well as the registration of the deceased; and coordinate with PORALG, the NBS, and the Ministry of Health
  • Follow up on LGA requests to UNICEF and ensure effective grant management at the local level for birth and death registration.
  • Test training modules and SBRBS systems operations in different locations and registration centers.
  • Provide technical support to relevant partners, institutions, and other partners, and provide technical guidance, as needed and relevant, to strengthen birth and death registration.
  • Under the guidance of the Child Protection Specialist, conduct assessment and monitoring activities and analyze needs, progresses, gaps and bottlenecks of key thematic areas
  • Facilitate information and knowledge exchange, sharing of relevant practices and lessons learnt among key stakeholders to facilitate inter-coordination, professional peer-to-peer support, complementarity of interventions, service quality, integrated CRVS and harmonization of interventions. This will be done through ad hoc initiatives including, the organization of periodic updates and exchange sessions.

Supporting established processes to increase inter-agency sharing and coordination in the field of Birth and Death Registration

To qualify as an advocate for every child you will have…

  • University degree, preferably in Statistics, Demography, Law, Economics, Social Science, or other relevant fields.
  • Minimum two years of professional work experience at national and/or international levels in Programme Management including Monitoring and Evaluation
  • Candidates having successfully worked in the field of Civil Registration and Vital Statistics will be given preference.
  • Basic knowledge of birth registration and civil registration and vital statistics in Tanzania
  • Proven track record in providing technical assistance to the Government
  • Excellent writing skills with proven ability to produce effective reports
  • Experience developing reports and presentations for publication.
  • Fluency in English and Kiswahili is required (oral and written).
  • Excellent communication and facilitation skills.

  • Payment will be made on submission of a monthly report and invoice and satisfactory completion of the above-mentioned deliverables
  • The applicant should submit both technical and financial proposal which clearly stipulate how the work will be conducted. The Financial Proposal should include all costs of this assignment including fee, travel costs, accommodation as UNICEF will not pay any DSA.
  • Proposals will be both technically and financially evaluated. The technical part will carry a weight of 75%, in which the contractor will clarify his/her technical approach to ensure quality attainment of each deliverable and the assignment in totality. The financial part will carry 25% showing the proposed budget breakdown of each deliverable and total cost.
  • Contractors will work from Dar es Salaam, Dodoma, Iringa, Mtwara, and Mwanza with frequent travels to the regions and councils.
  • The contractors will be required to travel for at least 15 days in a month on average.
  • The Contractors will be provided sitting space at UNICEF offices or government offices at their respective duty stations.
  • Individual Contractors will be required to sign the Health statement for Individual Contractors prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation. Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage).
  • Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
  • The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
