Organizational Setting FAO's Subregional Office for Southern Africa (SFS) is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing subregional food, agriculture and rural development priorities. It develops and maintains relations with subregion-wide institutions including Regional Economic Integration Organizations (REIOs). The Subregional Office is a subsidiary of FAO's Regional Office for Africa (RAF). SFS has been assisting a number of interventions linked to the Southwest Indian Ocean Fisheries Commission (SWIOFC). One of the programmes linked to the SWIOFC is a Partnership between the SWIOFC and Nairobi Convention (NC) and its countries, collaboration between fisheries and environment sectors. The main focus of this programme lies in improving the coordination between fisheries and environmental management for the overall system to produce actual results on the ground. At the same time, it is essential that there are improvements on both fisheries and environmental management, where they can reinforce each other mutually. The programme has essentially the following main elements; including Ecosystem-based fisheries management interventions which in synergy with environment management interventions through cooperation and collaboration between fisheries and environment institutions, fisheries and environment policy dialogue promotion and assistance to policy frameworks, and knowledge sharing and generation. The programme will be implemented by SWIOFC/FAO and the Nairobi Convention/UNEP in partnership with the governments of Kenya, Mozambique and the United Republic of Tanzania and other Member Nations. The position is located in SFS in Maputo, Mozambique.

Reporting Lines The Fishery Officer reports to the Subregional Coordinator for Southern Africa under works under the technical supervision of the Fisheries Officer (Secretary of the SWIOFC) in SFS.

Technical Focus Planning, delivery and reporting of the activities under the fisheries management component of the programme in three countries.

Key Results Research, technical analysis and project related services to support the delivery of programme projects, products and services.

Key Functions • Researches, analyses and provides access to fisheries and aquaculture technical, social, economic, environmental, institutional and technology related data, and information and/or related policy issues to support the delivery of fisheries and aquaculture programmes, projects, products, publications and services. • Produces a variety of technical data, statistics, information and reports as well as input for technical documents and web pages. • Provides technical, statistical, and/or analytical services on various studies, projects and initiatives, and/or assessments; provides technical backstopping to field projects. • Participate in the development of improved/updated technical, statistical and/or analytical tools, methodologies, systems, databases and/or key social/economic/environmental/nutritional and/or early warning indicators, etc. • Participates in multidisciplinary teams and/or leads working groups/teams; collaborates with other divisions and agencies on work groups and committees and promotes best practices. • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within Member Nations, such as organizational development and individual learning events, including preparation of related information, learning materials and on-line tools. • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations. • Supports resource mobilization activities in accordance with the FAO Corporate Strategy.

Specific Functions • Participates in the development, implementation and evaluation of activities under fisheries management component of programme as well as others, in particular those that are at national levels. • Monitors and analyses programme development and implementation. • Reviews relevant documents and reports; identifies problems and issues to be addressed and proposes corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Prepares various written outputs, e.g. drafts background papers, analysis, sections of reports and studies related to fisheries management. • Undertakes outreach activities; conducts training workshops; and makes presentations on assigned topics/activities for national activities. • Coordinates activities related to budget and funding of the component of the that is focusing on fisheries; management and development in synergy and collaboration with the component that is focusing on coastal and marine environment management. • Prepares related documents/reports (pledging, work programme, programme budget, and others). • Ensures the quality of reports and products prepared of the activities of the focused on fisheries at a national level. • Takes technical responsibility for the planning, delivery and reporting of the activities under the component that is working on fisheries at the national level. • Ensures regular contact and collaboration with the Environmental Management Expert to maximize synergies. • Ensures the collection and documentation of lessons learned and contributes to the management of knowledge in the programme. • Performs other related duties as required. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements • Advanced university degree in fisheries or a related field. • Five years of relevant experience in fisheries management and development. • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Extent and relevance of experience in fisheries development projects. • Extent and relevance of experience in technical assistance in fisheries. • Extent and relevance of experience working with FAO, Regional Fisheries Bodies or similar institutions. • Extent and relevance of knowledge and experience with UN, preferably FAO processes. • Proven capacity to work and establish working relationships with government and non-government representatives.
