Organizational Setting

The Programme “Support to Rural Entrepreneurship, Investment and Trade in Papua New Guinea (STREIT PNG)”, is a Government of Papua New Guinea (GoPNG)/United Nations Joint Programme (UNJP) Partnership funded by the European Union (EU). Implementation is led by FAO in partnership with The United Nations Development Programme (UNDP), The United Nations Capital Development Fund (UNCDF), The International Labour Organization (ILO) and The International Telecommunication Union (ITU). The five-year Programme (2020-2025) will be initially implemented in the Provinces of East and West Sepik with the overall objective to increase sustainable and inclusive economic development of rural areas. The Programme will focus on the cocoa, vanilla and fishery (coastal, riverine and aquaculture) value chains with the specific objectives to: (i) increase economic returns from these value chains; and (ii) strengthen climate resilient and more efficient value chain enablers. The post is located in Wewak, Papua New Guinea.

Reporting Lines

The Fishery and Aquaculture Officer reports to the Programme Coordinator.

Technical Focus

Sustainable and inclusive fisheries value chain development (riverine, in-reef and aquaculture).

Key Results

Comprehensive technical and policy expertise to support the planning, development and implementation of Regional programmes, projects, products and services in accordance with Regional objectives and FAO’s Strategic Objectives.

Key Functions

• Plans and leads components of multidisciplinary teams, leads and/or participates in internals committees, project teams, and working groups and/or provides specialized expertise on technical networks and/or international technical policy and/or international technical policy and standard setting bodies;

• Develops technical, analytical, monitoring and reporting frameworks, and related methodologies, tools, systems and databases etc. to support the planning, implementation/delivery and monitoring of programmes of work, projects, products and/or services;

• Designs and conducts research, data collection, validation, analysis and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals as well as the provision of technical/policy/ specialist/advice and expertise;

• Responds to country requests for technical and policy assistance, provides technical advice, assistance and solutions to Decentralized Offices and provides technical backstopping to field projects;

• Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development and knowledge sharing activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools;

• Promotes international cooperation/advocates best practices, increased policy dialogue and provides technical expertise at international/intergovernmental meetings;

• Participates in resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions

• Develops and supervises the implementation of the Fisheries improvements in the value chains including production, capture and post-harvest processes and infrastructure and ensure delivery of planned capacity development both directly and with project partners;

• Leads and coordinates the development and implementation of the project Annual Work Plan and Budget for the fisheries project components;

• Supervises the implementation of project activities and monitors and updates the implementation/action plans for the project with clear milestones, deliverables and outputs including the procurement and recruitment plans;

• Prepares TORs for technical consultants and contracts for service providers and partners (b) participation in the identification and selection of consultants, (c) monitoring the technical quality of the work of consultants and (d) technical review and evaluation of service providers;

• Leads the development of close collaboration and where possible joint planning and development of synergies with project staff of the other United Nations (UN) partners, NFA and other government bodies as well as provincial and district level authorities.

• Leads the design and oversees feasibility assessment and eventual implementation of Sepik aquaculture training and fingerling hatchery infrastructure;

• Leads the organization of all capacity building events and demonstrations under both the components of the project and ensure good quality reporting and documentation;

• Contributes to the fishery and related outputs as planned in the programme: Communications and Visibility Plan gender and youth inclusion and mainstreaming of nutrition within the fisheries interventions.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in fisheries production/management, natural resource sciences or management;

• Seven years of relevant experience in provision of technical advisory role in fisheries and value chain/enterprise development assessing and applying interventions in sustainable fisheries value chain development as well as in fishery development, aquaculture, fisheries management, or fisheries science and fish trade;

• Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish).

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable;

• Extent and relevance of experience in riverine, in-reef and aquaculture fisheries development;

• Extent and relevance of experience in sustainable smallholder/community-based fisheries value chain development preferably in the Pacific/Asia region;

• Familiarity and extent of experience in working with remote fisher communities.
