The South China Sea region and the UNEP/GEF SCS-SAP Project

The South China Sea is a semi-enclosed sea, which supports a number of unique habitats and ecosystems that are amongst the most biologically diverse shallow water marine ecosystems globally. The richness and productivity of the South China Sea and associated environments are, however, seriously threatened by high population growth, pollution, overharvest and habitat modification, resulting in high rates of habitat loss and impairment of the regenerative capacities of living resources. The socio-economic impacts of environmental deterioration are significant for the economies of this region.

Recognising that actions were urgently needed to halt degradation of the environment of this marine basin, the countries of the region sought the assistance of UNEP and the Global Environment Facility (GEF) and the project “Reversing Environmental Degradation Trends in the South China Sea and Gulf of Thailand” was implemented from 2003-2008. This included a Transboundary Diagnostic Analysis (TDA) of the issues and problems and their societal root causes as the basis for development of a Strategic Action Programme (SAP) which was inter-governmentally adopted in 2008. The SAP established a series of objectives and priority actions for coastal habitats, land-based pollution management, and the overexploitation of fish stocks in the South China Sea.

In May 2018, a US$ 15 million grant was released by the GEF to support the execution of the South China Sea SAP Project (SCS-SAP) until December 2026. (2018-2023). The United Nations Office for Project Services (UNOPS) is the executing agency for the implementation of the SCS-SAP project.

In addition to the SCS-SAP Project, the SAP of 2008 resulted in the design and implementation of a separate project on fisheries refugia in the South China Sea (The Fisheries Refugia Project), which was completed in December 2022. It is anticipated that the outcomes of the Fisheries Refugia Project can inform the TDA project on fisheries issues, particularly related to the transboundary nature of the fisheries refugia concept.

*This is a Homebased position, meaning that the incumbent will not work from a UNOPS office Therefore the incumbent will need to use his/her own laptop and software.

Functional Responsibilities

Functional Responsibilities and Deliverables:

In order to ensure that fisheries issues in general, and the outcomes of the Fisheries Refugia Project in particular, are well integrated into the updated TDA and SAP, the SCS-SAP project will recruit a consultant on Fisheries Refugia to assist the lead consultant on TDA and SAP updating (Consultant 5) with the incorporation of fisheries information from the Fisheries Refugia project into the TDA process.

The consultancy will include the following key tasks:

  • Desk Review of the outcomes of the Fisheries Refugia Project
  • Preliminary identification of transboundary issues related to fisheries refugia (in coordination with the SCS-SAP project team members).
  • Lead national consultations with fisheries stakeholders as part of the TDA process with the aim to obtain national inputs to the TDA related to fisheries refugia and other transboundary issues related to fisheries (e.g. fish migrations)
  • Participate as fisheries expert in the regional consultation on the draft TDA
  • Support the Consultant on TDA and SAP Update to finalise the TDA for SCM approval

Impact of Results The Consultant on Fisheries Regufia for the South China Sea projects impacts on achievement of project results by contributing on cross-cuttings aspects of the the South China Sea project results framework. This ensures client satisfaction and overall effective delivery of the UNOPS project, as well as contributes to the SDGs and UNOPS purpose.

Education/Experience/Language requirements

Education - Master’s Degree, or equivalent, in Fisheries, Marine Science, or similar is required. - First level university degree (Bachelor’s degree or equivalent) with additional two years of experience may be accepted in lieu of an Advanced university degree.

Experience - At least five (5) years of experience in fisheries in Southeast Asia is required. - Knowledge of, and experience with, coastal and marine issues in a regional seas context, including in the South China Sea is required. - Experience of working with the UN system would be an advantage. - Experience in google suite applications is desired.
