Organizational Setting The Indian Ocean Tuna Commission (IOTC) is an intergovernmental organization responsible for the management of tuna and tuna-like species in the Indian Ocean. The IOTC was established in 1993 at the 105th Session of the Council of the Food and Agriculture Organization of the United Nations (FAO) under Article XIV of the FAO constitution.

The IOTC Secretariat's Compliance team's primary function is to assist the IOTC Compliance Committee in its work to review and assess compliance by IOTC member countries in the implementation of the IOTC Conservation and Management Measures. The Compliance Section also provides support to members in the implementation of Monitoring, Control and Surveillance tools adopted by the Commission and is responsible for maintaining several important elements of the IOTC website, e.g. Record of Authorized Vessels, Active Vessels List, Illegal, Unreported and Unregulated (IUU) Vessels List, List of Designated Ports, and the IOTC Bigeye Tuna Statistical Document Programme.

Reporting Lines The Fishery Officer reports to the IOTC Executive Secretary and is under the day-to-day technical guidance of the Senior Fishery Officer (IOTC Compliance Manager).

Technical Focus Technical and policy expertise to support the processes required to implement the policies and activities of the Indian Ocean Tuna Commission, whose goal is to ensure, through appropriate management, the conservation and optimum utilisation of stocks covered by the organization's establishing Agreement and encouraging sustainable development of fisheries based on such stocks.

Key Results Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.

Key Functions • Researches and analyzes technical, social, economic, environmental, institutional, and technology related information, data and statistics and/or related policy issues to support the delivery of programme projects, products and services; • Produces a variety of technical information, data, statistics and reports as well as input for technical documents and web pages; • Provides technical support/analysis to various assessments, studies and initiatives and provides technical backstopping to field projects; • Collaborates in the development of improved/updated tools, systems, processes, and databases; • Participates in multidisciplinary teams, and/or leads working groups/teams collaborates with other divisions and agencies on work groups and committees and promotes best practices; • Collaborates in, provides technical backstopping to and ensures the quality/effectiveness of capacity development activities within member countries such as policy support, organizational development and individual learning events including preparation of related information, learning materials, online tools; • Promotes knowledge sharing and best practices at international meetings and conferences and influences partners in stakeholder consultations; • Supports resource mobilization activities in accordance with the FAO Corporate strategy.

Specific Functions • Provides support to the Secretariat's collection and analysis of information pertaining to the activities of parties in compliance with IOTC conservation and management measures. In particular, the activities relating to the implementation of their monitoring, control and surveillance (MCS) programmes and of non-cooperating Parties and their vessels which might undermine the conservation and management measures of the Commission; • Supports the organization of, and participates in, regional workshops and in-country compliance-related capacity building activities; • Supports the maintenance of the IOTC's Record of Authorized Vessels; Record of Active Vessels, List of IUU Vessels; and other compliance databases; • Contributes to the Secretariat's responses to reports on IUU fishing activities, including assisting with the exchange of compliance information between parties and maintaining the database of infractions; • Participates in the work of relevant fisheries compliance networks; • Provides support to parties in the implementation of MCS measures adopted by the Commission, including port State measures and the regional observer programme; • Contributes to the preparation of reports for the Compliance Committee and the Working Party on the Implementation of Conservation and Management Measures, or as requested by IOTC Members; • Contributes to maintaining the Compliance Section's webpages in the IOTC website; • Liaises with the IOTC Secretariat's data group to ensure the timely availability of data required for compliance processes.

Minimum Requirements • Advanced university degree in fisheries or a relevant field; • Five years of relevant experience in fisheries compliance, including field experience and information management; • Working knowledge of English and limited knowledge of another FAO official language (Arabic, Chinese, French, Russian or Spanish)

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions is desirable; • Extent and relevance of experience in fisheries compliance in more than one location; • Depth of familiarity with compliance regimes in regional fisheries bodies; • Extent and relevance of experience in database management related to fisheries; • Extent and relevance of experience in planning and implementation of projects and programmes of work related to fisheries compliance; • Ability to deliver technical advice to resource managers; • Extent and relevance of experience in organizing international meetings, seminars and training events.
