Organizational Setting

The consultancy takes place in the Regional Office for Latin America and the Caribbean, under the theme framework of the Regional Initiative on Sustainable and Resilient Agriculture (RI3).

Reporting Lines

The consultant will report directly to the RI3 Leader, in coordination with the Regional Programme Leader at RLC and technical guidance from the Fisheries and Aquaculture Division

Technical Focus

Fisheries policy, management and governance in Latin American and the Caribbean

Tasks and responsibilities

The consultant will provide integrated advice on fisheries policy, management and governance in the Latin American and Caribbean Region, with a particular focus on South America. In particular, he/she will:

• Act as the focal point and technical adviser on fisheries activities and programmes, with an emphasis on marine fisheries in the Region; • Analyse, assess and disseminate information and policy advice concerning the technical, social and economic aspects of sustainable fisheries in the Region, taking into account relevant international fisheries instruments, standards and principles; • Participate in, or lead, field programme missions in the Region to develop projects and programmes and advise on and identify means of accessing technical and financial assistance to improve fisheries management and governance; • Liaise and coordinate technically with regional fisheries authorities, and FAO Fisheries and Aquaculture officers in the Region to support the development of activities aimed at implementing regional priorities defined by the Regional Conference; • Prepare and provide high-quality periodic inputs on fisheries matters to units in the Regional Office and the Fisheries and Aquaculture Division at FAO-Rome, for periodic and international reporting; • Perform other related duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in in Fisheries Science, Fisheries Economics or Marine Affairs with a specialization in fisheries management. • Five years of relevant experience in policy development and analysis and sustainable fisheries management including three years demonstrated work experience in fisheries in developing countries (Ph.D. serves in lieu of 2 years of experience). • Working knowledge (level C) of Spanish and limited knowledge (level B) of English. For PSA, working knowledge of one official FAO language is required.

Selection Criteria

• Relevance of experience in policy development and analysis and sustainable fisheries management in developing countries, preferably in the public sector. • Relevance of academic background and research and publication record in fisheries economics, policy or sustainable fisheries management. • Familiarity with International policies, programmes and activities related to fisheries especially cross-sectoral issues and international agreements. • Depth of experience of social, economic and political issues related to the sustainable management of fisheries policies and programmes in Latin America. • Proven capacity to prepare for, participate in or lead, missions relating to sustainable fisheries and associated issues. • Demonstrated capacity to work in and lead multidisciplinary and multicultural teams and to deliver quality results against tight timelines and budgets, in a rapidly evolving dynamic context of institutional change • Quality of both oral and written communications in Spanish and English
