Org. Setting and Reporting This position is located within the United Nations Assistance Mission for Iraq (UNAMI), Baghdad. The Fire Safety Officer will report to the Deputy Security Adviser Operations.

Responsibilities Within limits of delegated authority, the Fire Safety Officer at FS-5 level may be responsible for the following duties:

  • Assists the Officer in Charge of the Fire Unit in the management of all aspects or supervises a Fire Unit.
  • Maintains productive and efficient liaison and cooperation with authorities of host government fire, disaster relief and emergency services (Civil Defense):
  • Ensures the effective management of a 24/7 Fire Service capable of controlling fire incidents, vehicle accidents, HAZMAT spills and other emergency situations.
  • Assists in drafting the Fire Safety Plan and Emergency Evacuation Plan, coordinates Fire drills and training sessions.
  • Provides supervision and coordination as per the respective facilities Fire Safety Plan.
  • Coordinates with mission's facilities personnel, host country authorities and organization management on fire safety issues.
  • Conducts regular fire risk assessments and fire safety inspections; reports all shortcomings and makes recommendations aimed at the rectification of shortcomings and the elimination of potential hazards in order to meet applicable fire safety standards.
  • Conducts technical assessments/evaluations of Fire Detection and Alarm Systems (FDAS)
  • Assists in drafting specifications for all equipment and devices, including FDAS and Personal Protective Equipment (PPE) such as: protective clothing, self-contained breathing apparatuses (SCBA incl. filling compressors), fire extinguishers, hoses and nozzles, portable, immobile, and fixed pumps, rescue equipment, etc. and provides for the maintenance of their continuous full state of readiness.
  • Assists in planning static installations and systems such as: FDAS, over standpipes, water supply, extinguishing systems, spill basins, construction components (partition), lightning protection, explosion proof installations, smoke extraction systems, public address systems, etc., and drafts corresponding concepts.
  • Maintains and supervises a functional Fire Warden System.
  • Engages in fire/emergency intervention in a supervisory position, as and when required and as set forth in the Fire Safety Plan.
  • Conducts fire safety training (basic and advanced) for UN Systems personnel as part of the Fire Safety Plan.
  • Conducts general fire safety training for all personnel.
  • Plans and supervises fire drill rehearsals at least twice a year.
  • Ensures that a competent certified entity conducts periodic inspection and maintenance of fire safety and fire suppression devices, systems and installations and maintains corresponding records.
  • Performs other fire safety and/or emergency response related duties as directed; Work implies frequent interaction with the following:
  • UN personnel in Headquarters and field missions
  • Mission Support personnel
  • Project personnel
  • Security personnel
  • Fire Safety Officers in other UN bodies
  • Local fire safety and emergency service officials
  • Fire safety officers of other national and international organizations

RESULTS EXPECTED: Effective planning, implementation, supervision and coordination of a fire safety system capable to enable the conduct of United Nations activities while ensuring the safety and well-being of personnel and a safe working environment within the United Nations premises and assets.

Competencies Professionalism: Excellent knowledge in the field of fire & rescue, fire and rescue command, fire safety enforcement combined with a solid background in either a Municipal Fire Brigade or Fire Safety Planning/Enforcement or directly related field; well-developed ability to identify factual and potential fire safety hazards, evaluate the risks and subsequently determine effective and feasible risk management measures; capability to develop, implement, manage and coordinate fire safety risk management programmes, concepts, systems and efforts; shows pride in his/ her work and in achievements; demonstrates professional competence and mastery of subject matter; is conscientious and efficient in meeting commitments, observing deadlines and achieving results; is motivated by professional rather than personal concerns; shows persistence when faced with difficult problems or challenges; remains calm in stressful situations. Takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work. Strong research skills, including the ability to evaluate and integrate information from a variety of sources.

Education High school diploma or equivalent technical or vocational certificate is required.

Job - Specific Qualification Certificate from a Fire College, Fire Brigade School, Fire Training Centre or similar for position of at least Fire Service Team/Platoon Leader is required.

Work Experience A minimum of eight years with a high school diploma of progressively responsible experience in a public fire service is required.

At least five years of experience in a fire safety supervisory position is required.

At least two years’ experience and exposure at the international level in a fire safety position is required.

Experience in coordinating with host government fire department, drafting Fire Safety Plan and Emergency Evacuation Plan, conducting fire risk assessments and fire safety inspections, conducting and/or supervising periodic maintenance of fire detection, alarm and suppression systems, organizing Fire Warden System, coordinating basic fire prevention training, preparing fire safety awareness briefing, organizing fire drill rehearsals, facilitation of fire training, compliance with international fire safety standards is desirable.

Languages English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of Arabic is desirable.
